Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Requirement for the GS-09: Specialized Experience: One year of specialized experience which includes coordinating building, storage, and office utilization to manage physical layouts and equipment placement; conducting standard space utilization and facility condition surveys using baseline management principles; and reviewing facility modification requests to conduct initial inspections and determine basic fulfillment methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Requirement for the GS-11: Specialized Experience: One year of specialized experience which includes assisting in the coordination of maintenance and repair for buildings and utility systems (e.g., HVAC, electrical); interpreting agency policies, precedents, and regulations to resolve facility management issues; and conducting site surveys or inspections to identify deficiencies and track contractor performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Requirement for the GS-12: Specialized Experience: One year of specialized experience which includes independently managing operations and maintenance (O&M) programs for complex facilities and utility systems; developing comprehensive project packages including detailed Scopes of Work (SOW) and Independent Government Cost Estimates (IGCE); and serving as the primary liaison between agency sponsors, civil engineering teams, and contractors to ensure execution compliance and project completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Major DutiesServe as Project Manager for maintenance activities for equipment and installation infrastructure for DoD and/or Federally Operated facilities.Determine best courses of action when preparing initial project scopes, descriptions, and justifications for necessary facility maintenance and/or modifications.Prepare work packages that include drawings of the existing areas involved, changes required, and detailed descriptions of the work and equipment involved.Determine appropriate facility maintenance procedures (contracts scope) based on the structural soundness of building materials and equipment.Assist the facility manager balance cost factors between preventive maintenance and major maintenance.Serve as the technical lead/cost estimator/project manager developing/reviewing scopes of work and cost estimates for demand maintenance, service calls, work orders and other projects.Review and analyze completed scopes of work for reasonableness by comparing actual cost with estimated costs using the various resources and tools provided.Represent the District Commander, serving as the district's primary point of contact for projects assigned with sponsor/customer, federal, state and local government, agencies, congressional interests.Serve as the authoritative source for decisions and guidance dealing with compromises and changes in project objectives.
