Job SummaryThis position is located at Fort Riley, KS. Child and Youth Services (CYS) Employee Childcare Fee applicable to employees working at least 15 hours per week: First Child: 100% childcare fee discount (all CYS employees) Second and Subsequent Child: 25% childcare fee discount (all CYS employees) Incentives and Bonuses Incentives will not be paid.
QualificationsResumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: (QUAL 1) Successful completion of a 4 year college or university degree with a major course of study or substantial course work which directly relates to a CYS field: early childhood, elementary, secondary, special education, child and youth development, psychology, youth program administration or a closely related field. OR (QUAL 2) A combination of education and experience. Successful completion of at least 24 semester hours in a major course of study in education or a field appropriate to education, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described. In addition to the requirements mentioned above (QUAL 1 or QUAL 2) candidates must possess the following: 1. Demonstrated twelve (12) months work experience in at least two (2) CYS program types (FCC, SAS, etc.) that included management of a child or youth program. The work experience must have been equivalent in difficulty and complexity to the next lower grade level. 2. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs. 3. Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": 5 Years of Army Child and Youth Service (CYS) experience in program management and experience managing over 30 ratio groups. 24 months of experience with National Associate for the Education of Young children (NAEYC) or Council on Accreditation (COA).
Major DutiesServe as CYS Administrator of a level 3 or higher CYS program consisting of center-based programs.Oversight and responsibility for the operation, integration, coordination and oversight of an Installation Child and Youth Delivery System IAW all applicable regulations and standards.Plans and supervises administration of center-based system to include full day, part day, before and after school age programs, hourly, special needs and summer camps for school age centers.Implements and monitors DA policies to include CYPPP guidance, fee policies, program registration, baseline standards and space utilization goals.Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises staff assigned directly to the delivery system and evaluates employees based on established performance standards.
