Job SummaryThis position is located in the Office of Worker's Compensation Programs (OWCP), Division of Energy Employees Occupational Illness Compensation Programs (DEEOIC), Branch of Technical Procedures, Medical and Health Sciences Unit (MHSU). The mission of DEEOIC is to administer the benefits provisions of the Energy Employees Occupational Illness Compensation Act (EEOICPA).

Basic Requirements: Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Education - Transcripts must be submitted with your application package. A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Licensure - A copy of your license must be submitted with your application package. If you have recently renewed your license, please submit renewal documentation. For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes: Applying professional nursing knowledge and current medical or scientific evidence to independently evaluate complex medical records and other clinical documentation to determine or recommend the medical necessity, appropriateness, level, or duration of health care services. Researching, interpreting, developing, implementing, or evaluating medical policies, clinical guidelines, standards, procedures, or program requirements used in the administration of health care services, medical benefits, workers' compensation, disability, occupational health, or a comparable program. Serving as a senior clinical or technical resource on complex medical issues by interpreting medical evidence and providing written or oral technical assessments, recommendations, or guidance to claims personnel, medical staff, program officials, health care providers, beneficiaries, or other stakeholders. Leading a professional or interdisciplinary team or major medical or health care program projects by establishing and communicating work priorities, assignments, milestones, or deadlines; distributing or coordinating work; monitoring the quality and progress of assignments; or coaching or training team members.
Major DutiesAs a Lead Nurse, GS-0610-13, you will: Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures). Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Serve as a technical resource for the District Offices for medical issues (some with an exceptional degree of complexity) Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Coordinate and conduct outreach and training to medical providers and other stakeholders, DEEOIC staff, other Federal Agencies, and the general public. Coordinate with and assist the claim examiner in efforts to evaluate and interpret medical evidence; contacts physicians and others to obtain necessary medical documentation and rationale when needed. Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. Provide relevant input into the planning, development, and coordination of EEOICPA medical policy embedded in the OWCP Bill Processing System, and designs and conducts studies to analyze the results of changes. Communicate and coordinate with health care providers to assess appropriate levels of home health care and durable medical equipment needs to ensure the care the claimant receives reflects the policies and procedures of DEEOIC.
