QualificationsYou must meet the following requirements by the closing date of this announcement. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: - Analyzing Federal or State regulations, policies, or public guidance that apply to regulated businesses to determine any changes required to implement laws; AND - Drafting or substantively reviewing and editing, prior to publication, Federal regulatory documents that are published in the Federal Register, or the State equivalent; AND - Supervising or overseeing the work of others, including review of their work products. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
Major DutiesThis position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Headquarters Operations - Regulations and Rulings Division As the Director, Regulations and Rulings Division (RRD), you will: Serve as a key advisor to the Assistant Administrator (Headquarters Operations) on issues and matters concerning the Bureau's regulatory initiative programs and rulemaking projects. Initiate and oversee the preparation and issuance of regulations, rulings, procedures, and guidance - relating to distilled spirits, wine, malt beverage, firearms and ammunition excise tax, and tobacco industries. Represent the Bureau on intra-agency and inter-agency task forces and special projects relating to RRD responsibilities.RequirementsThe experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
