Job SummaryYou will serve as a Human Resources Specialist (Employee and Labor Relations) in the Labor/Employee Relations Division of COMMANDER, NAVY REGION NORTHWEST. QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations; 2) Assessing potential impact and precedent-setting implications of pending employee/labor disputes; 3) Developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations; 4) Providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. Major DutiesYou will review case documentation (e.g., evidence, records, precedent decisions) to ensure a case file is complete.You will advise managers on provisions governing collective bargaining agreements.You will provide advice and assistance on employee relation matters to managers.You will align a performance management program (i.e., performance and awards) with organizational goals and objectives.You will respond in writing to employee, applicant, manager inquiries.
