Job SummaryThe incumbent serves as a Data Analyst and is organizationally aligned under the Program Management Officer (PMO) or one of the program directorates: CHAMPVA or Specialty Program Department. Analyst is responsible for monitoring the multitude of processes under the cognizance of the PMO/Chief to ensure health programs are administered efficiently, cost-effectively, and in compliance with appropriate regulations and laws.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducts program studies using structured analytical methods (e.g., KPI trend evaluation, variance analysis, workload analysis) to produce actionable reports and recommendations for leadership decision-making. Performs healthcare claims or eligibility data analysis using SQL or other query tools to pull, transform, and validate data from large relational databases. Develops dashboards, visualizations, or automated reports in tools such as Power BI or Databricks to monitor operational trends, flag anomalies, and support audit readiness. Prepares written and verbal briefings, data summaries, and presentations for senior leadership that translate complex technical information into clear and concise recommendations. Coordinates with cross-functional stakeholders (e.g., VFMP program offices, CHAMPVA operations, PMO, analytics teams) to gather requirements, refine data inputs, and develop solutions that improve program oversight and performance. Major DutiesAnalyst will participate in extensive interaction with all IVC directorates and VFMP departments to accomplish the mission assigned to VFMP Analyst will analyze and evaluate on a quantitative or qualitative basis, the effectiveness of operations, policies, procedures and other situations in order to provide improved and cost-effective changes or solutions. Plans and conducts studies, analyzing findings and making recommendations on substantive operating programs. Compiles results and recommendations, prepares reports, and presents findings in a clear, meaningful way utilizing PowerBI and other data visualization tools available within VHA. Analyst will gain an understanding of VFMP business processes to help departments identify inefficiencies, process gaps and process improvements. Develops user stories, process maps and system context diagrams on internal projects and initiatives to capture business needs and analyze solutions. Analyze and evaluate agency functions and activities, while also evaluating proposed changes in mission, operating procedures and delegations of authority. Analyst will provide analysis and visualization for VFMP's Key Performance Indicators (KPls), Trend Analysis, recommended corrective action plans, internal audits, and ad hoc queries to address the "what, which means, therefore" for impact/correction. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
