The primary purpose of this position is to leads a crew in performing inspections of completed repair work accomplished on vehicles by Heavy Mobile Equipment and Automotive Mechanics to determine that the physical and operating characteristics are within acceptable standards, specifications, or other requirements; certifies that vehicles are ready to be returned to use.
QualificationsIn order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5800 - Transportation/Mobile Equipment Maintenance Family.. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability To Lead Or Supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of technical practices, procedures, repairs, maintenance, and services performed on a variety of heavy mobile equipment/special purpose and automotive vehicles including major systems and subsystems such as diesel, multi-fue1 and gasoline engines; automatic and manual transmissions; multi-gear assemblies; electronic fuel injection; emission control; air conditioning systems and cooling systems; related electronic, hydraulic, fuel, air and other component assemblies; and a variety of positioning systems. 2. Knowledge of a variety of test equipment such as engine analyzers, dynamometers, diagnostic tachometers and other equipment required for performing work, troubleshooting and diagnosing mechanical problems, analyzing malfunctions, and determining the extent of necessary repairs. 3. Knowledge of safety practices and procedures; the use of personal protection equipment; safe use and maintenance of hand and power tools and other common-to-the-trade equipment and machinery; proper handling and disposal of hazardous material and waste products such as petroleum, oil and lubricant products; standard housekeeping practices for maintaining a clean and safe working environment; and in security for facilities, tools and equipment. 4. Skill in selecting the proper service manuals, technical orders, diagrams, and schematics; reading, interpreting, and applying instructions, specifications, and similar guides to properly service, repair and modify equipment. 5. Ability to complete work with little or no supervision including performing quality assurance inspections to determine if the physical and operating characteristics of repaired equipment are within acceptable standards, specifications, or other requirements that the vehicles can be released for use. 6. Ability to communicate orally and legibly in writing. Physical Effort: The work requires frequent standing, crouching, bending, reaching and crouching. The employee may have to work in cramped or awkward positions. The employee will perform strenuous work while standing, lying or sitting. The employee will frequently have to lift objects up to 18 kilograms (40 pounds), and often exert similar amounts of force to lift or move heavy items with the assistance of other workers or tools such as jacks, hoists and cranes. The employee will sometimes be required to work from ladders or platforms of varying heights. Working Conditions: The employee will work both inside and outside as needed, indoor work is subject to drafts, temperature changes and loud noises. Outside work is subject to bad weather, mud, snow, wet areas and ice. Both forms of work are exposed to irritants such as dust, grease, heat and fumes. Vehicle parts may be dirty, oily, or greasy. The work may subject the employee to cuts, burns, chemical irritations, bruises, electrical shocks, and injuries from falls while repairing, positioning or moving equipment. The employee will follow prescribed safety practices and use safety equipment such as protective ear devices, heard hats, hard-toed shoes, gloves, respirators and protective clothing. Some of these protective items may be uncomfortable to wear and require being war for long periods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major Duties- Trains customer service technicians/mechanics in all aspects of their job. - Accomplishes quality assurance inspections on completed repairs of heavy mobile and general purpose vehicles to ensure repairs have been done correctly including all annual and scheduled inspections and brake related repairs to prevent any safety problems and need for recurring maintenance/repairs. - Debriefs customers/vehicle operators and performs incoming inspections on special purpose type vehicles and equipment as well as on general purpose vehicles. - Establishes and maintains good working relationships. - Performs heavy mobile equipment and automotive mechanic work including troubleshooting malfunctions.
