Job SummaryThe Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. AFM is responsible for financial and travel policy, financial and acquisition systems, cost accounting, capitalization of the agency¿s $12.3 billion portfolio of national airspace system assets, financial reporting, financial internal controls, and oversight of the agency¿s financial internal controls programs and reimbursable agreements.
QualificationsAT THE F BAND LEVEL: To qualify for this position at the FV-F/FG/GS-5 level you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4 level. AT THE G BAND LEVEL: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-F, FG/GS-5-9 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE STATEMENT: Experience applying knowledge of accounting policies using a financial management system. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered. Major DutiesPerforms basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Typically acts as a member of a team for projects/programs within a defined area of responsibility. Applies basic knowledge applicable to his/her discipline and limited experience to accomplish assignments. Typical assignments include: Provides support in the formulation of budget requests by gathering, extracting, reviewing, and consolidating a variety of narrative information and statistical data. Assists in the development of materials that communicate and present analyses, results and findings to key stakeholders; including FAA executives. For all analyses and reviews, the incumbent prepares formal documentation and presents plans, results, and recommendations to senior management and others. Monitors and tracks the execution of financial plans. Prepares reports and performs other miscellaneous technical tasks in support of budget and financial management functions. Assists in developing financial models for use in conducing financial or statistical analysis and forecasting. Conducts research on legislation and applies policies and procedures to identify problems on FAA appropriations. Coordinates with a manager, project/program manager, team leader, or more experienced professional to plan time and use assigned resources to accomplish tasks. Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing customers¿ situations. Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional. Regularly refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance. Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality.
