OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
QualificationsTo qualify for the position of Grants Management Specialist, at GS-1109-14, you must meet the qualification requirements listed below. Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Manages the entire grants and cooperative agreement administration process, from developing solicitations and processing applications to awarding and project management related to juvenile justice and youth victimization issues and services. Identifies gaps in grant management policies, procedures, practices, and documentation related to juvenile justice and youth victimization issues and services. Monitors compliance for a diverse range of complex grants and cooperative agreements related to juvenile justice and youth victimization issues and services. Develops, coordinates, and implements strategic plans to improve juvenile justice program policies, practices, methods, and organization structure. Prepares final assessments of compliance statutory requirements for disposition of property, financial and accounting reconciliation and resolution of adverse audit findings related to juvenile justice, youth-focused programs, child protection, and/or an associated field. Major DutiesThe duties and responsibilities for a GS- 1109-14 generally include, but are not limited to, the following: Plans and manages special projects for OJJDP or program issues with broad impact, such as those on an OJJDP or nationwide level that ultimately result in advances for the juvenile justice and child protection fields. Serves as a subject matter expert in assigned programmatic areas within the juvenile justice field. Supports management to develop, coordinate and implement strategic plans to include mission, goals, objectives and implementation strategies. Plans, announces and coordinates pre-award processes for complex grants and/or agreements, such as developing solicitations for significant grants or programs that include forecasted changes in OJP long range program plans and strategies. Serves as subject matter expert in juvenile justice systems, programs, and issues. Provides training and technical assistance to grantees to ensure effective implementation and success of programming. Serves a subject matter expert on matters related to the States' compliance with the core requirements of the JJDP Act. Maintains an up-to-date knowledge of juvenile justice systems, programs and issues that have national impact. Provides advice, guidance, training and technical assistance to ensure effective implementation of core requirements.
