Job SummaryThis position is assigned to the Non-appropriated Fund (NAF) Morale, Welfare and Recreation (MWR) Department; Fleet Readiness (N92); Commander, Navy Region Japan; NSA Singapore. The primary purpose of this position is to serve as the principal and staff supervisor for MWR programs, and is responsible for the planning, development, administrative management, operations and maintenance of comprehensive Quality of Life (QoL) programs.
QualificationsA qualified candidate will possess at least five years of progressively responsible experience as a key administrator or staff supervisor managing comprehensive Morale, Welfare, and Recreation (MWR) programs for Navy or other military branches Knowledge of the principles, methods, and techniques of business and public administration. Knowledge of CNIC's organizational structure, function, mission, and policy decisions affecting the organization. Knowledge of MWR mission, vision, and functions, including the goals, principles, and techniques required for program delivery. Knowledge of pertinent DoW and Navy regulations, instructions, and policies pertaining to Fleet Readiness Programs. Knowledge of APF/UFM and NAF financial management, including budgeting, financial execution, cost analysis, and business planning. Knowledge of general business principles for NAF, including profitability, financial reporting, internal controls, auditing, purchasing for capital improvements and renovations. Knowledge of NAF construction and facility management policies, including project submission requirements, funding limitations and the administrative procedures for overseeing major maintenance and capital improvement initiatives. Knowledge of Navy APF and NAF contract administration. Skill in the use of SAP financial management system. Knowledge of CNIC's EEO policy and procedures. Skill in providing oversight and strategic direction for a diverse range of MWR functional areas and programs. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint). Skill in resource planning and the oversight management of varied MWR functions to ensure best use of resources. Ability to apply analytical and evaluative methods to identify needs, trends, and performance measures. Ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities Ability to perform the full range of supervisory and managerial duties, including monitoring performance and ensuring internal control procedures are operative. Ability to plan, schedule, and supervise work to achieve the most efficient utilization of facilities, employees, and equipment. Ability to communicate effectively, both orally and in writing, including the interpretation of complex instructions and directives. Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, often in an adversarial environment. Ability to develop and effectively deliver presentations or briefings.
Major DutiesServes as the principal MWR program director and senior advisor to the Installation FFR Director (IN9), Executive Officer (XO), or Installation Commanding Officer (ICO), overseeing the administration and execution of all installation MWR programs and operations. Formulates, justifies and executes comprehensive operating and capital budgets, Appropriated Funds (APF)/Uniform Funding Management (UFM) and Non-appropriated Funds (NAF), to support ongoing programs and proposed program offerings. Provides strategic administrative and technical direction for program budgeting, marketing, facility maintenance, staffing, and logistical operations. Authors, issues, and enforces local policies, instructions, and standard operating procedures (SOPs) to ensure operational objectives are communicated and met. Develops and implements organizational procedures to continuously improve the financial posture, profitability, and internal controls of the local NAF Instrumentality. Interprets higher-headquarters directives and monitors command compliance with all policies and operating guidance issued by Commander, Navy Installations Command (CNIC). Directs and coordinates local MWR policies to ensure all program elements align with Navy community support requirements and installation mission goals. Drives operational efficiency across MWR programs to achieve the most cost-effective and business-minded approaches to daily operations. Conducts internal reviews of MWR operations to ensure strict compliance with governing Department of War (DoW), Department of Navy (DoN), and CNIC directives and prescribed fiduciary standards. Oversees the maintenance and serviceability of MWR physical infrastructure, collaborating with Naval Facilities Engineering Systems Command (NAVFAC) on sustainment, restoration, modernization, and new construction projects. Analyzes financial and operational data through Systems, Applications, and Products (SAP) financial management system to compile monthly and annual reports, identifying negative trends and directing corrective actions. Directs the expansion, relocation, or discontinuation of services and activities based on patron demand, market analysis, and program objectives. Develops long-range strategic plans within the framework of available funds, manpower, facilities, equipment, supplies, and existing services. Establishes and maintains active liaison with tenant commands, Region N9/N92, outside agencies, and professional organizations to coordinate cross-functional initiatives. Evaluates management procedures and departmental programs through financial projections, audits, and inspections. Requires regular on-site visits to MWR activities across the installation Area of Responsibility (AOR), necessitating the operation of a government-owned or commercial motor vehicle. Directs MWR contingency planning and emergency response operations (e.g., natural disasters, base closures, or exercises) to sustain essential community and fleet support functions under emergency conditions. Oversees the identification of MWR operational requirements for commercial contracts, coordinates with regional contracting offices, and monitors contractor performance to ensure services delivered meet the needs of the Navy community. Directs work to be accomplished by a multi-tiered workforce of NAF and APF employees. Serves as the first-level supervisor and Rating Official (RO) for key staff. Exercises second-level supervision over a diverse operational workforce, which may include Foreign National (FN) employees with various classifications, and serves as the Senior Rating Official (SRO) for activity managers within the AOR. Assigns work, establishes overall priorities, and develops project schedules based on operational requirements, task difficulty, and individual employee capabilities. Evaluates subordinate performance, conducts annual performance reviews, and sets clear, measurable performance standards. Exercises full authority for organizational staffing decisions, including selecting candidates for vacancies, directing promotions, and approving reassignments or organizational restructures. Identifies staff training and developmental needs, ensuring personnel receive the necessary technical and professional training to maintain high-quality program delivery. Promotes employee relations by resolving informal complaints, mediating grievances, addressing potential disciplinary or performance issues in a timely manner, and executing appropriate corrective actions as necessary.
