QualificationsThis is an excepted service GS-09 position open to the public and all current federal employees at the GS-09 and one level below. Current federal employees at the GS-09 and one level below may apply to this position, and if selected will maintain pay set at their current grade and step. Current federal employees at grade levels GS-07 and below are not eligible for this position and their application will not be forwarded to the hiring manager. All current federal employees that apply for this position must submit their most recent SF-50, Notification of Personal Action (i.e., dated within the last 52 weeks from the closing date of this vacancy announcement) to verify their status of eligibility. Knowledge of the ODNI, Intelligence Community, and OIG mission and responsibilities. Basic ability to work on an investigative team, develop investigation plans, conduct investigation projects, and write reports to substantiate findings. Basic ability to exercise sound judgment and form objective conclusions/recommendations based on empirical facts, evidence, and other pertinent information. Analytical and critical thinking skills, including the ability to think strategically, identify needs and requirements, and develop recommendations based on qualitative and quantitative data. Basic ability to examine information, identify problems, uncover root causes, develop findings and leads, and make cogent, actionable recommendations. Interpersonal and negotiation skills, including ability to interview, negotiate, brief senior officials, and work effectively, independently, and in a team or collaborative environment. Oral and written communication skills and ability to produce clear and logical reports. Experience: One to three years relevant professional experience, which may include non paid, internships and volunteer work. Education: Bachelor's Degree in any relevant discipline.
Major DutiesWe are hiring motivated and detail-oriented Investigative Analysts to join our Investigations team-an entry-level role that offers an exceptional opportunity to launch your career in investigative work. In this position, you will collaborate closely with senior team members to support a diverse array of investigations across the Intelligence Community, gaining hands-on experience in the full investigative process from intake and initial analysis to resolution, while participating in training designed to build your expertise. This dynamic role emphasizes strong partnerships with cross-functional teams to tackle complex matters, fostering relationships within the Intelligence Community and contributing to high-impact outcomes in a supportive environment that values curiosity, collaboration, and a commitment to integrity, with ample room for professional growth, skill-building, and advancement. With supervision, duties include but are not limited to: Conducting inquiries into possible violations of laws, rules and regulations, mismanagement, fraud, gross waste of funds, and abuse of authority if the violation relates to the Intelligence Community and falls within the Director of National Intelligence's authorities and responsibilities. Developing and implementing investigative plans for investigations and projects by framing the allegation(s), determining elements of proof, and identifying investigative tasks. Gather and analyze information and/or evidence, by interviewing key individuals, administering warnings, oaths, or affirmations, collecting and analyzing high volumes of information, maintaining the chain of custody for evidence, and drafting and serving subpoenas. Making initial recommendations to IC OIG senior leaders regarding actions they should take to address violations of law, regulations, and other serious problems, abuses, or deficiencies. Developing and presenting written documents that include reports of investigation and memoranda to management, and also develop and present oral briefings for senior leaders regarding findings and the status of complex or sensitive investigations. Monitoring the progress of corrective measures taken by senior ODNI and IC leadership, and provide advice and innovative solutions to senior officials regarding the implementation of recommendations. Supporting the development and presentation of briefings that keep leadership fully informed of fraud and other serious problems, abuses, and deficiencies relating to the administration of IC programs.
