Compensation Expected 2026 Hiring Range $30.36 - $32.37 per hour ($63,148.80 - $67,329.60 annually) Starting pay will be determined based on qualifications, relevant experience, and internal equity.

Full Compensation Range $30.36 - $39.23 per hour ($63,148.80 - $81,598.40 annually) Additional longevity-based pay may be available in accordance with the applicable collective bargaining agreement.

General Definition of Work Performs work coordinating property tax and land records functions; assists with the administration and collection of property taxes; coordinates recording and maintenance of real estate and property records; reviews documents and transactions for compliance with applicable statutes and standards; provides technical assistance and customer service to the public and professionals; and performs related work as apparent or assigned.

Work is performed under the supervision of the Property Services and Elections Director. Assists the Property Services and Elections Director in the oversight of designated staff.

Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. • Provides general work direction and training to staff in consultation with the Property Services and Elections Director and resolves intermediate-level concerns related to property tax and land records functions.

• Assists with the County's recording functions, including fee and tax collection, review and acceptance of documents, indexing of records, assignment of document numbers, and maintenance and preservation of permanent property records.

• Review real estate and property documents and transfers, including property splits, combinations, and plats for completeness, accuracy, and compliance with applicable statutes, standards, court rules, County policies, and other guidelines.

• Assist with Torrens title functions, such as consulting with the Examiner of Titles and accepts and files personal property records and liens in accordance with applicable statutes. Prepare a new Certificate of Title or enter a memorial on an existing Certificate of Title.

• Evaluates real estate descriptions from deeds, surveys, and plats to process parcel transfers, splits, combinations, and deletions. Calculate and collect in accordance with statue state deed tax and mortgage registration tax as well as any property taxes, green acres and any special assessments that are due on these conveyances.

• Administers county ditch records in the property tax system to calculate lien amounts and reapportion benefits when new plats or splits occur.

• Coordinates, tracks, and certifies Tax Increment Financing (TIF) districts and tax capacity changes, while managing parcel records, financial reporting, data analysis, and fund distributions.

• Records and tracks governmental bonds certified to the County Auditor and completes auditor certificates as to taxes for bond issuances.

• Reconciles applicable fees and prepares required reports for federal, state, and local agencies.

• Assists the public, legal and real estate professionals, financial institutions, and governmental agencies with property tax and land records information and research.

• Processes passport applications as an agent of the U.S. Department of State.

• Assists with other Property Services and Elections functions as assigned.

• Performs other related duties as assigned.

Minimum Qualifications

• Bachelor's degree in public administration, business, accounting, real estate, legal studies, or a related field, or an equivalent combination of education and relevant experience. Relevant experience may include property tax administration, land records, real estate records management, or related work.

Special Qualifications

• Obtain U.S. Department of State passport acceptance certification within six months of hire.

• Obtain Minnesota Department of Revenue property tax calculation certification within six months of hire.

Required Knowledge, Skills, and Abilities

• Knowledge of property taxation, land records, and real estate practices, methods, and procedures related to assigned work.

• Knowledge of state laws, practices, methods, and standards pertaining to the recording and filing of documents, including Torrens laws.

• Knowledge of real estate transactions and documents related to property transfers, mortgages, land combinations, and splits.

• Knowledge of computer applications, including spreadsheet, word processing, property tax, and land records software programs.

• Knowledge of federal, state, and local laws, rules, regulations, and guidelines related to assigned work.

• Knowledge of County policies and ability to apply them to assigned work.

• Knowledge of data privacy practices and ability to maintain confidential documents and information.

• Knowledge of legal land descriptions and land measurements and ability to read and understand legal descriptions of land.

• Ability to understand and apply property tax laws, real estate terminology, and procedures related to assigned work.

• Ability to perform calculations and apply methodologies involved in property tax administration.

• Ability to read and apply manuals, statutes, policies, and procedures to assigned work.

• Ability to provide work direction and train support staff in assigned areas of responsibility.

• Ability to analyze workflow problems and coordinate efforts to meet administrative and statutory deadlines.

• Ability to collect, organize, and analyze data for inquiries and reporting purposes and prepare written reports.

• Ability to complete assigned work accurately and with strong attention to detail.

• Ability to understand, follow, and communicate written and oral instructions.

• Ability to work without close supervision.

• Ability to establish and maintain effective working relationships with co-workers, County officials and department heads, employees, other governmental employees, professionals, and the public.

• Ability to maintain regular and timely work attendance.

Working Conditions

Physical Requirements and Activity This work requires occasional exertion of up to 25 pounds of force. Work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking and reaching with hands and arms.

Sensory Requirements Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels.

Sensory Utilization Work requires preparing and analyzing written or computer data.

Environmental Conditions Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
