Training Officer- Promotional Routine
Job Posting: Halifax Regional Municipality (HRM) is inviting applications for the full-time permanent, Promotional Routine, Training Officer in Halifax Regional Fire and Emergency. The Promotional Routine will proceed in accordance with Article 44.01 of the IAFF Local 268 Collective Agreement - Career Advancement Promotional Routine and is open to IAFF Local 268 Employees only.

Under the direction of the Division Captain, the Training Officer is responsible for developing and delivering training curriculum and programs. The Training Officer supervises fire service instructors and learners during training exercises and evaluates training outcomes.
DUTIES AND RESPONSIBILITIES: • Conducts training courses and seminars for management, supervisory and front-line personnel. • Imparts HRFE values and expectations to new recruits (career and volunteer), officers and firefighters. • Prepares and administers practical and written tests to assess and evaluate knowledge and skill development of personnel. • Evaluates instructor performance and provides education, coaching & mentoring. • Reviews established policy and operational guidelines and recommends any changes or additions deemed necessary. • Evaluates emergency operations and procedures to identify gaps in knowledge and/or training requirements. • Completes needs assessments and gap analysis and recommends educational strategies and curriculums to enhance operational effectiveness. • Identifies training resource requirements, ie: equipment, training materials & personnel. • Keeps abreast of current knowledge associated with firefighting techniques, industry standards, training techniques, and operational practices. • Enforces operational guidelines, occupational health and safety standards, rules, regulations, policies, systems and procedures for safe and efficient training operations. • Represents HRFE on various associations and committees to ensure HRFE training programs meet the needs of the organization. • Maintains thorough and accurate training records of all personnel. May perform other related duties as assigned.
QUALIFICATIONS: Education & Experience: • Qualifications as outlined in the collective agreement - must have completed their tenth (10) year of recognized service in the bargaining unit with a minimum of eight (8) years in operations. • NFPA 1041 Fire Service Instructor Level I certified by the authority having jurisdiction would be considered an asset. • Certificate or degree in Adult Education would be an asset. • Certificate in eLearning instructional design would be an asset. Technical / Job Specific Knowledge and Abilities: • Thorough knowledge of the organizational structure • Knowledge of departmental rules, regulations, standard operating guidelines, procedures, policies and applicable Municipal and Provincial Codes, Acts, Regulations, Administrative Orders, Municipal Bylaws and Industry Standards • Thorough working knowledge of safety practices • Knowledge of current methods, techniques and procedures required to safely operate fire service equipment and apparatus • Knowledge of information management and record keeping practices • Thorough knowledge of training techniques • Proficiency with Window based software applications, specifically Microsoft Office, Outlook and FDM • Proficiency with software used for audio/visual instructional lesson development • Highly effective oral and written communication skills • Ability to write effective correspondence, reports, lessons and digital presentations • Agility, strength and endurance required to perform prolonged and arduous work under adverse conditions equivalent to requirements for operations firefighters • Capable of deployment in operations in disaster or large-scale incidents The Promotional Routine will consist of three phases: • Phase 1 - Written exam • Phase 2 - Practical evolution specific to the Training Officer position • Phase 3 - Panel interview to assess job related competencies A pass mark of seventy percent (70%) is required at each of these three (3) phases. Upon obtaining the required pass mark at each phase, successful candidates will be placed on a promotional list according to departmental seniority.
All phases of the routine may require practical application of the study materials, as well as your experience and knowledge of fire operations and instructional methods. All dates may be subject to change at any time due to operational requirement.

DRESS CODE FOR THE PROMOTIONAL ROUTINE: • Fatigues are to be worn at the written exam and practical evolution. • Dress uniform is to be worn at the panel interview. The Promotional Routine will consist of three phases. For this recruitment process, the written examination, practical evaluation and panel interview will require your in-person participation.
Phase 1 – Written Exam The written exam will be conducted tentatively between November 2 -6, 2026. Candidates will be notified via email of the date, time and location. Candidates will have three (3) hours to complete the exam - starting at 9:00am.
The exam will include: • A job-related, multiple-choice knowledge test. The study materials list for this promotional routine is as follows: • Fire Officer IFSTA 6th Edition (Chapters 1-11) • Fire Service Instructor 9th Edition, IFSTA (Chapters 1-10) • HRFE Training Officer Job Description (ELC) • HRFE Policies, Guidelines and Safe Work Practices(online) Study materials will be available for pick up at the Training Division Office, Station 9T, 1 Metropolitan Drive from 08:00 to 16:30, Monday to Friday.
All study materials must be signed out by the candidate and must be returned on the day of the exam. Candidates must achieve the required pass mark of seventy percent (70%) on the written exam to proceed in the next steps of the recruitment process.
Phase 2 – Practical Evolution The practical evolution will be conducted tentatively between November 16 - 20, 2026, at Station 7, 45 Knightsridge Drive. Candidates will be notified via email of their assigned scheduled time.
The practical evolution will consist of demonstrating and teaching a lesson. Candidates will be evaluated on their ability to instruct a skill. The skill to be taught will be from an HRFE skill sheet and guide.
Candidates must achieve the required pass mark of seventy percent (70%) on the practical evolution to proceed to the next steps of the recruitment process.
Phase 3 – Panel Interview Panel interviews will be conducted tentatively during the week of November 30 - December 4, 2026.
Candidates will be notified via email of their scheduled interview date, time and location.
When the promotional routine is complete, interview debriefs will be offered to candidates who were not successful in the interview phase.

WORK STATUS: Permanent Full-Time
HOURS OF WORK: Hours of work per week are based on 40 hours per week, as outlined in the IAFF Local 268 Collective Agreement, as per Article 9.
SALARY: $61.78 per hour ($128,493.09 annually) as per the IAFF Local 268 Collective Agreement
WORK LOCATION: Training Division Office, Station 9T, 1 Metropolitan Ave, Lower Sackville, B4C 2H8.
