Requisition Summary The Environmental Program Manager leads and coordinates PACCAR Technical Center's environmental programs, management systems, compliance initiatives, sustainability objectives, and improvement portfolio. The role is the central point of coordination among Operations, Facilities, Engineering, Safety, Security, Corporate Environmental Affairs, regulatory agencies, consultants, contractors, and service providers. This position provides program governance and strategic direction to ensure environmental commitments are planned, executed, monitored, and reported in alignment with federal, state, local, corporate, and ISO 14001 requirements. The Environmental Program Manager combines environmental subject-matter leadership with cross-functional program execution, audit readiness, risk management, performance tracking, and continuous improvement. Job Functions / Responsibilities Serve as the site leader for environmental programs, regulatory relationships, compliance risks, and strategic initiatives Develop program roadmaps, operating plans, priorities, milestones, metrics, and leadership reporting Lead cross-functional teams, align resources with business objectives, and prepare for emerging regulatory and operational requirements Administer and continuously improve the site ISO 14001 Environmental Management System (EMS), including policies, procedures, objectives, and documentation. Lead management reviews, internal and external audits, certification activities, performance reporting, and corrective actions. Manage environmental compliance, permits, inspections, audits, agency correspondence, corrective actions, and required reporting. Interpret requirements, maintain compliance calendars, and communicate obligations to leadership and operational teams. Represent the Technical Center during agency inspections, regulatory discussions, and corporate environmental reviews. Oversee hazardous and universal waste, wastewater, stormwater, SPCC, air quality and Title V, SARA/EPCRA, greenhouse gas reporting, hazardous materials, chemical management, Safety Data Sheets, and zero waste programs. Direct hazardous, industrial, and special waste characterization, storage, transportation, manifesting, and disposal. Integrate environmental compliance and sustainability requirements into operational planning and capital projects. Lead projects and initiatives that reduce environmental risk, emissions, waste, resource use, and operating costs while improving program maturity and audit outcomes. Apply Lean, Six Sigma, and project management principles to implement environmental best practices and support PACCAR stewardship goals. Manage consultants, auditors, contractors, waste service providers, scopes of work, schedules, deliverables, performance, contracts, and budgets. Build partnerships across site, corporate, regulatory, and external stakeholders to strengthen environmental awareness, accountability, and engagement. Develop and deliver environmental compliance training for employees, contractors, and new hires. Prepare reports, dashboards, presentations, executive updates, and employee communications. Provide technical guidance and mentoring to environmental staff and cross-functional teams, influencing results without direct authority. Qualifications Experience with ISO 14001 or other management system frameworks, including audits and certification activities. 7+ years of experience leading environmental programs, projects, operations, compliance initiatives, or management systems. Demonstrated experience coordinating cross-functional teams and complex initiatives. Strong organizational, regulatory interpretation, problem-solving, written, verbal, and presentation skills. Ability to build relationships with regulators, corporate leadership, operational teams, consultants, and service providers. Proficiency with Microsoft Office applications and environmental data management systems. Education Bachelor's degree in Environmental Management , Environmental Science, Business, Engineering, Program Management, Sustainability, Public Administration, or related fields .
