Job summary
The Chair will provide strategic leadership to the Board of South West London Training Hub CIC, ensuring that the organisation is well governed, financially sustainable and focused on delivering its community interest objectives.
The Chair will create the conditions for effective Board leadership, constructive challenge and robust decision-making while maintaining productive relationships with the Operational Lead, Directors and system partners.
The role requires an individual who can balance strategic oversight with a sound understanding of operational delivery and workforce development within primary care. The Chair will support the organisation through a period of leadership transition, workforce transformation and increasing expectations around organisational resilience and financial sustainability.
Main duties of the job
Lead the Board in setting and overseeing the strategic direction of South West London Training Hub CIC Ensure the Board operates effectively and in accordance with the Company's Articles of Association, statutory requirements and governance framework Ensure the Board focuses on strategy, governance, assurance, scrutiny and organisational sustainability, while enabling the operational leadership team to focus on implementation, management and delivery of the Training Hub's offer Support the organisation with next years re-procurement of Training Hubs by Heath Education England/NHS England Promote the highest standards of integrity, accountability, transparency and ethical conduct Foster an inclusive and effective Board culture that encourages constructive challenge, respectful debate and collective decision-making Ensure Directors understand and fulfil their statutory and fiduciary responsibilities Ensure actual, potential and perceived conflicts of interest are appropriately identified, declared and managed Lead regular reviews of Board effectiveness and governance arrangements Support the recruitment, induction, appraisal and development of Board members Work with the Operational Lead and Directors to shape, develop and oversee delivery of the organisation's strategic objectives

South West London Training Hub CIC is the strategic workforce development organisation serving the six boroughs of Croydon, Kingston, Merton, Richmond, Sutton and Wandsworth. The organisation works across a complex health and care system, bringing together Primary Care Networks (PCNs), GP practices, locality Training Hubs, NHS England, SWL Integrated Care Board, higher education institutions and wider health and care partners to support the development of a sustainable primary and community care workforce
The Training Hub plays a pivotal role in supporting workforce transformation across primary care, including education and training, workforce planning, recruitment and retention initiatives, leadership development, multidisciplinary team development and the introduction of new workforce models. Through collaboration with locality Training Hubs, the organisation provides strategic coordination, system leadership and support to ensure workforce development activity is aligned across SWL.
As a (CIC), SWL Training Hub CIC operates within a rapidly changing NHS environment characterised by evolving workforce priorities, financial pressures and changing commissioning arrangements. To remain effective and sustainable, the organisation must continue to strengthen its governance arrangements, diversify income streams, demonstrate impact and maintain strong partnership relationships across the health and care system.

Chair's Key Responsibilities
Strategic Leadership:
Work with the Operational Lead and Directors to shape, develop and oversee delivery of the organisation's strategic objectives. Ensure the organisation remains responsive to emerging NHS workforce priorities and changes within primary care and neighbourhood health services. Support the development of innovative workforce solutions that respond to local and system-wide need. Promote continuous improvement and organisational learning. Ensure strategic decisions support the long-term sustainability and resilience of the organisation.
Financial Sustainability and Organisational Resilience:
Provide Board leadership on financial sustainability and long-term organisational viability. Support the development of income diversification strategies and business development opportunities. Ensure effective oversight of financial performance, reserves, risk management and organisational performance. Promote assurance arrangements that support effective stewardship of public resources. Ensure strategic risks are identified, monitored and mitigated appropriately. Support organisational resilience planning and business continuity arrangements. Executive Leadership, Succession and Transition:
Establish and maintain an effective and constructive working relationship with the Operational Lead. Provide support, guidance and appropriate challenge to the executive leadership function. Lead the appraisal of the Operational Lead on behalf of the Board. Support succession planning and leadership development arrangements. Provide governance oversight during periods of executive transition and organisational change.Partnership Working and External Representation:
Act as an ambassador for the South West London Training Hub CIC. Develop and maintain productive relationships with NHS England, South West London Integrated Care Board, Primary Care Networks, locality Training Hubs, education providers and other strategic partners. Promote collaboration and partnership working across organisational boundaries. Represent the organisation at relevant strategic meetings and forums. Champion the importance of workforce development and the contribution of Training Hubs to the wider health and care system. Board Leadership and Governance:

Person Specification
Knowledge and Skills Essential
An understanding of primary care workforce development and the role of Training Hubs as well as the NHS, Integrated Care Systems and partnership working. Understanding of Directors' statutory and fiduciary duties. Knowledge of financial governance, assurance and risk management. Independence of judgement with accompanying sound judgement, integrity and personal resilience. Ability to identify, declare and appropriately manage conflicts of interest. Strong strategic thinking and leadership capability. Excellent communication and influencing skills. Strong facilitation and meeting-management skills with the ability to support and challenge appropriately. Commitment to equality, diversity and inclusion. Ability to balance strategic governance with operational delivery.
Desirable
Experience within primary care or of working with Training Hubs, Primary Care Networks or Integrated Care Boards. Understanding of or experience of working within a Community Interest Company, social enterprise or not-for-profit organisation. Experience of developing commercial opportunities or diversified income streams. Knowledge of neighbourhood health models and workforce transformation programmes. Established professional networks across health, education or public service sectors.
Experience Essential
Governance and Leadership- Board-level leadership experience as a Chair, Non-Executive Director, Trustee or senior executive. Evidence of successfully chairing Boards, committees or senior governance forums. Experience of creating effective Board cultures that promote inclusion, accountability, constructive challenge and collective decision-making. Experience of managing constructive disagreement and achieving consensus amongst diverse stakeholders. Experience of leading organisations through periods of strategic change, transformation or growth.
Organisational Development Essential
Experience of supporting executive transition, succession planning and organisational resilience. Experience of overseeing organisational performance, assurance and risk management
Financial Sustainability Essential
Experience of overseeing financial sustainability within a complex organisation. Experience of managing risk associated with funding uncertainty, organisational change or shifting strategic priorities. Experience of supporting income diversification and long-term business sustainability.
