Senior Manager III, IT Program Management & Planning

Summary: Plans, manages, and coordinates complex information technology program management and planning activities and personnel requiring multi-disciplinary collaboration and broad program scope; provides financial and budgetary management for the Department of Information Technology, including oversight of operational budgets, grant programs, and vendor contracts; exercises leadership to create, design, implement, assess, and revise programs or activities of the section.

Qualifications: Required

• Any combination of education and experience equivalent to a bachelor's degree in finance, information technology, or a related field. • Five (5) years of experience in financial management and planning, some of which shall have been in a supervisory or leadership role. • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.

• Knowledge of theories, procedures, practices, and expertise related to financial management and procurement of technology. • Knowledge of practices and procedures related to federal and/or state grant management. • Knowledge of laws, regulations, and policies related to procurement and finance. • Skill in budget management. • Skill in vendor and contract management. • Skill in personnel, financial, and administrative management. • Proficiency in the use of technology and data compilation, analysis, and reporting. • Ability to effectively lead teams in multiple projects. • Ability to facilitate meetings and/or present information to groups. • Ability to communicate effectively, both orally and in writing.

Major Duties/Essential Functions: • Creates, designs, and oversees the broad activities of information technology program management to include budget and financial planning for initiatives, projects, and technology replacement programs. • Manages the Division's response to the federal E-rate program and state technology reimbursement applications. • Manages spending and reporting for divisionwide technology-related grant programs. • Oversees the management of telecommunication accounts and cellular phone services for the Division. • Coordinates procurement and financial administration practices and procedures associated with the initiation and management of vendor contracts. • Leads team in providing support for contract research and preparation of quotes, bids, and contracts. • Ensures School Board policies are interpreted and implemented into work activities for the section. • Directs the development of long-range program plans, staffing profiles, human resources management, and related strategies and procedures that ensure the program mission is accomplished. • Oversees and participates in the preparation of the operating budget for the office and establishes controls over expenditures by allocating and assigning resources, both physical and human. • Prepares and/or coordinates written and oral reports and analyses to identify and interpret trends or patterns in data sets that communicate key insights. • Manages risk and matters of compliance related to local, state, and federal regulations, policies, and mandates. • Represents the program, department, or the Division in negotiating or facilitating resolution regarding matters of significance. • Presents information and recommendations to senior management team or School Board. • Maintains trusted and positive relationships with school-based and central office leaders. • Establishes and maintains customer service standards for the team. • Plans professional development for team to ensure contemporary best practices are followed. • Negotiates and/or manages contracts, grants, partnership agreements, and/or memoranda of understanding/agreements. • Oversees the work of vendors or contractors. • Performs related duties as required or assigned.

Work Environment/Physical Requirements: This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
