ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hug in Dublin and Sandy Road in Galway.
The Role
We are looking for an experienced Residential Lettings and Tenancy Manager to join Cost Rental Operations within the LDA’s Asset Management Team. The successful candidate will oversee a portfolio of rental properties and manage an external team of Letting & Property Management Agents.
This role will offer the right candidate a fantastic opportunity to take their career to the next level with responsibility for a range of residential rental projects across the country. Overseeing operational aspects of the management of the Residential Cost Rental Portfolio of 2,367 units and a pipeline of almost 8,000 units.
The Residential Lettings and Tenancy Manager will be flexible, self-motivated, organised and results oriented. They will also have excellent relationship management skills with an ability to communicate effectively with a variety of stakeholders. An essential requirement for this role is a minimum of five years’ experience in residential letting and property operations.
Role Purpose/Duties:
Asset & Portfolio Management
• Management of Lettings, Property Management and Tenancy matters relating to an assigned residential portfolio of Cost Rental tenancies.
• Directing and working closely with the external letting and property management agents and internal teams as applicable.
• Implement agreed letting terms with property management/letting services suppliers and managing their performance against agreed budgets and KPI metrics including absorption rates, occupancy, voids, rent collection performance and arrears.
Residential Lettings
• Oversee the end-to-end letting process from applications, through lease signing to onboarding and move-in, ensuring compliance with the eligibility requirements for Cost Rental tenure.
• Montior letting agent performance, including application numbers, assessments, conversion and absorption rates, occupancy and void periods.
• Manage the mobilisation of new Cost Rental schemes, from handover to advertising, application process, Letting Agent onboarding and lease-up.
• Ensure lease renewals and rent reviews are proactively managed.
• Monitor tenant retention and identify opportunities to minimise turnover and void costs.
Property Management
• Oversee all inspections (periodic and tenancy related) of properties and liaising with and directing property manager and maintenance contractors, seeking competitive quotes for works in compliance with LDA procurement guidelines.
• Management of planned preventative maintenance within residential units, including maintenance contracts, schedules, site safety files, health, and safety reports.
• Oversee the Letting & Property Management agents’ day-to-day management of planned and reactive maintenance and ensure agreed service standards are met.
• Monitor maintenance, repairs, inspections and contractor performance to agreed terms.
• Identify opportunities for operational efficiencies and cost savings.
• Ensure properties are maintained to regulatory standards and remain attractive to existing and prospective tenants.
• Assist with refurbishment, improvement and capital expenditure programmes as required.
Tenancy Management & Resident Satisfaction
• Overseeing the management of the tenant relationship, ensuring queries or requests are resolved in a timely manner. This includes the development of scheme specific tenancy handbooks and development of tenant engagement strategy.
• Facilitate the distribution and completion of tenant satisfaction surveys, resident experience initiatives and feedback on the lived experience of tenants.
Financial Management
• Contribute to the preparation of annual property budgets and business plans.
• Review rental income, rent reviews, ancillary income, operating expenses.
• Investigate budget variances and recommend corrective action where appropriate.
• Review and approve invoices and expenditure in accordance with delegated authority.
• Proactively monitor and manage arrears and ensure effective collection procedures are followed in accordance with guidelines and the Residential Tenancies Board.
• Liaising with Accounts Team to ensure efficient running of operations. Includes supporting the production of monthly and annual accounts, reviewing invoices for payment each month and actively investigate cost reduction opportunities.
Compliance & Risk Management
• Ensure the portfolio is managed in accordance with all applicable Irish residential tenancy, health and safety and property management requirements.
• Monitor compliance obligations, unit inspections, certification, insurance and statutory requirements.
• Maintain appropriate asset and tenancy records.
• Identify and mitigate operational, financial and property-related risks.
• Work with internal teams to implement new property management systems to collect, store and analyse all property information for compliance and decision support purposes.
• Ensure portfolio and external contractors comply with applicable legislation, regulation, and best practice in the delivery of their services.
Reporting & Stakeholder Management
• Oversee meetings and weekly and monthly operational reports from appointed Letting and Property Management agents.
• Prepare weekly and monthly KPI reports on asset and portfolio performance for internal reporting.
• Attend internal and external management and asset review meetings as required.
• Provide recommendations based on portfolio performance and local market intelligent on private rental and affordable housing.
• Assisting colleagues in reviewing plans for new rental developments preparing analysis and advising on estimated rents and operational costs for the proposed buildings.
• Other duties as may be required based on the evolving operational requirements of the LDA.
Person Specifications/Requirements
• Have minimum 5 years of direct residential lettings and tenancy management experience.
• Must have PSRA licence ‘C’ as a prerequisite and have property-related educational qualification.
• Excellent relationship management skills (both internal and external).
• Strong knowledge of the residential letting sector as well as landlord and tenant legislation, RTB regulations and statutory property obligations.
• Knowledge of public procurement a distinct advantage.
• Knowledge and experience in the lease-up and stabilisation of new schemes a distinct advantage.
• Must have own car and full, clean driving license.
