QualificationsAll qualifications must be met by the closing date of this announcement - 09/16/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Minimum Qualifications Requirements: To qualify for this position at the GS-07 grade level, you must possess at least of the following of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience equivalent to at least the GS-05 level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. -OR- EDUCATION: Successful completion of one full year of graduate level education leading to a master's or equivalent degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. -OR- Combination: Successful completion of a of graduate education and experience as described above which total 100 percent. Only directedly related graduate level education in excess of the first year is creditable when combining. For example, 6 months of specialized experience (50% of the experience) and 27 semester hours directly related to the position (50% of the education) is qualifying. -OR- Superior Academic Achievement (S.A.A.) The superior academic achievement provision is evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. MUST submit a copy of transcripts. A copy of your official transcripts will be required before entrance on duty, if selected. To qualify for this position at the GS-09 grade level, you must possess at least of the following of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience equivalent to at least the grade level GS-07. Examples of specialized experience would typically include but are not limited to: d1) Applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates; AND 2) Monitor budget expenditures and identify budget variances; AND 3) Prepare a variety of budgetary reports using automated financial systems and databases. -OR- Education: Successful completion of two full years of progressively higher-level graduate education leading to a master's or equivalent degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. -OR- Combination: Successful completion of post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesSome of the major duties you will perform include but are not limited to the following: Completes budget formulation for multiple, varying fund sources- fiscal year planning. Provides financial planning advice to, and prepare a variety of reports for managers to help in the development and execution of budgets. Enters data into a variety of forms and software programs, and editing/drafting a variety of documents- AFS5 (DOI NPS planning system), FBMS (Federal Business Management System), Citi-manager, and other online business applications for transactions. Conducts fiscal reconciliation responsibilities include routine payroll reconciliation, transferring expenditures to correct accounting strings, and completes monthly revenue audits Geographics Information: The distinctive features of Sleeping Bear Dunes National Lakeshore include the scenic and recreational assets of over 64 miles of shoreline along Lake Michigan and the nearby North and South Manitou Islands. Park features include massive sand dunes; pristine, undeveloped beaches; forested hills; quiet rivers, and secluded inland lakes; the geological history of continental glaciation; and the stories of American Indian, maritime, agriculture, and recreation history. Cultural resources include nationally recognized maritime structures and artifacts from the U.S. Lighthouse and Life-Saving Services era and a variety of cultural landscapes. The Lakeshore contains outstanding examples of ancient glacial landforms, along with diverse natural resources in various ecosystems. High dunes form the background for some of the best examples of mature beech/maple hardwood forests in the National Park Service.RequirementsMust be a U.S. Citizen or National. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.
