Job SummaryThis position is located in Austin, Texas at the Financial Services Center (FSC). The incubent provides program management oversight for nation-wide Payroll execution while ensuring VA's multi-billion-dollar payroll is reported and recorded timely and accuraly.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing and supervising technical and administrative work involving payroll management functions and activities while supporting the entire payroll agency, which operates at all organizational levels and components; possessing knowledge of resource planning, programming, budgeting, execution, and monitoring of activities; directing, managing, and coordinating all division activities related to financial management systems; and recommending courses of action that will result in organizational structure changes, accomplishment of program milestone schedules, required resource funding levels, and long-range plans for assigned systems. You will be rated on the following Competencies for this position: Managing Human Resources Strategic Thinking Technical Competence Communications Analysis and Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To be found well qualified, applicants must meet the following qualifications: Independently directing and managing nationwide payroll programs or operations involving multiple organizational components, subordinate teams, and competing priorities, while ensuring program objectives, milestones, and service requirements are achieved. Leading the resolution of highly complex payroll, financial management, or human resources systems issues that cross organizational or functional boundaries and may affect individual employees, facilities, multiple organizations, or the entire workforce. Developing and implementing program strategies, policies, processes, or system enhancements to address complex operational requirements, improve program performance, mitigate risks, and achieve long-range organizational objectives. Providing authoritative technical and strategic advice to senior executives and organizational leaders on complex payroll, financial management, resource, or program issues, including analyzing alternatives, projecting impacts and costs, and recommending courses of action. Directing the allocation and realignment of significant program resources by analyzing workload, funding, staffing, schedules, and competing organizational requirements and independently establishing priorities to ensure efficient and economical accomplishment of program objectives. Leading and developing multidisciplinary teams responsible for complex program operations, including assigning and evaluating work, establishing priorities and performance expectations, resolving significant operational issues, and providing expert technical guidance and recommendations to senior leadership. Major DutiesMajor Duties: Plans organizational structure and staffing needs. Ensures an efficient, effective and economical position structure is established that will provide career and promotional opportunities and skills. Plans work to be accomplished by subordinates, sets and adjusts priorities and prepares schedules for completion of work. Plans, organizes, and directs the operations of the Payroll Support Operations Section. Responsible for coordination for payroll audits and inspections. Work Schedule: Mon- Fri 8:00am - 4:30pm Compressed/Flexible: Available with supervisory approval. Telework: Ad hoc telework (situational telework) available as determined by the agency policy.
