Job SummaryThe National Institute of Biomedical Imaging and Bioengineering (NIBIB) is seeking an IT Project Manager (Supervisory). This position is located within the Office of Operational Management (OOM), Office of Administrative Management (OAM), National Institute of Biomedical Imaging and Bioengineering (NIBIB), National Institutes of Health (NIH).

QualificationsYou qualify at the GS-14 level, if you meet one of the following qualification requirements: Have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Have one year of specialized experience equivalent to the GS-13 level obtained in either the private or public sector typically gained in the IT field to include experience leading or supervising IT staff on complex information technology projects; managing the full lifecycle of custom or enterprise scientific/business IT systems (including design, implementation, security, and maintenance); providing expert technical guidance to senior leadership on IT strategy and emerging technology adoption; and overseeing IT project management office functions, acquisition/contract activities, or IT service delivery operations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay. Major DutiesDirect and supervise a staff of professional and technical employees in OIT who specialize in computer technology and information systems, cybersecurity, and database design.Serve as the administrator for all custom IT systems supporting scientific research, informatics, and information resource management across NIBIB offices, branches, and laboratories.Serves as a senior technical authority in addressing the most complex aspects of the Institute’s scientific computing, informatics, cybersecurity, and information systems requirements.Leads rapid response efforts to resolve service disruptions, overseeing IT service delivery to ensure continuity of mission-critical research operations.Advise leadership on innovative methods and best practices to constantly improve the mission effectiveness of NIBIB IT.Directs the IT Project Management Office (PMO), overseeing project priorities, budgets, and contracted activities, including serving as or supervising Contracting Officer's Representatives (CORs).
