Job SummaryThis position serves as a Program Specialist working for the Nursing Research, Innovation, & Development Simulation Center (Simulation Technician). The incumbent will be responsible for administrative and logistical coordination of a variety of patient care initiatives including coordinating training events, conferences, implementation of initiatives in support of enhancing the patient experience, and management of data collection and analysis of projects related to patient-centered care.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops routine procedures or schedules using standard references and existing information; performs procedural analyses to assess the efficiency and effectiveness of some clerical processes; identifies deficiencies and asses the need for changes in certain general office processes; recommends changes and/or solutions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 ??????. Major DutiesDuties may include but are not limited to: Develops programs to insure that the Simulation Center initiatives are planned, developed and implemented in an effective manner. Develops materials, presentations and information packages for Nursing Research, Innovation, & Development initiatives. Develops guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs. Provides guidance to operating programs in establishing their internal training programs, developing or obtaining training aids, and selecting pertinent government and non-government training resources. Develops and/or modifies procedures, courses, training guides and plans, and seeks alternative training sources for the organization having a fairly well-defined and readily understood mission. Researches and/or analyzes problems, issues, or program requirements. Determines pertinent issues and collects relevant Information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals. Plans and/or accomplishes special projects. Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues. Conducts extensive research and compilation of data from diverse sources. Teach and coordinate simulation-based learning alongside research, innovation, and development activities to integrate theory with realistic practice, foster collaboration, and continuously improve educational outcomes. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
