Major DutiesThe United States Space Force (USSF) at Schriever SFB Colorado, Colorado Springs is searching for a Cyber Operational Contracts / Portfolio Manager for Mission Delta 6 (NH-2210-03, GS-12/13 Equivalent). Description: We are seeking a strategic, technically savvy Cyber Operational Contracts Portfolio Manager to lead a high-impact portfolio of technology investments supporting Defensive and Offensive Cyberspace Warfare missions. In this role, you will connect operational needs with acquisition execution-turning complex mission requirements into effective cyber services, hardware, software, and sustainment solutions. You will work at the intersection of cyber operations, acquisition, and enterprise planning. Partnering with system operators, sustainment squadrons, mission-system organizations, program offices, contracting professionals, and industry partners, you will identify current and future capability needs; evaluate technology options; and guide pre-award and post-award actions for specialized, mission-critical procurements. As a senior portfolio leader and Chief Contracting Officer's Representative, you will help ensure contracted performance delivers measurable mission value. You will oversee contract-support activities, strengthen COR readiness and reporting, contribute to contractor performance assessments, manage competing priorities and resources, and provide clear, actionable recommendations to senior leaders. This position is ideal for a proven professional who thrives in complex environments, brings sound technical and business judgment, and can build productive partnerships across a diverse stakeholder community. The successful candidate is a confident problem solver, an effective communicator, and a disciplined program manager who can independently translate mission needs into practical, innovative, and executable solutions. What you will bring: Experience in cyber operations, communications, logistics, technology acquisition, contract management, or portfolio management. Ability to manage complex programs and technology investments across cost, schedule, performance, risk, and mission priorities. Knowledge of federal and Department of Defense acquisition, cybersecurity, information-assurance, and compliance requirements. Demonstrated ability to analyze difficult problems, develop sound solutions, and deliver timely, high-quality results. A collaborative leadership style that builds trust, anticipates customer needs, and drives mission outcomes. Ideal Candidate: The ideal candidate is a mission-focused information technology and acquisition professional with demonstrated experience managing complex cyber operational contract portfolios. They will possess the technical judgment, program-management discipline, and communication skills necessary to align technology investments with mission and enterprise priorities. The successful candidate will possess: -Cyber and mission-domain expertise: A working knowledge of Department of Defense and U.S. Space Force logistics, communications, cyber operations, policies, and programs, including the ability to identify and evaluate hardware, software, and service solutions that meet operational requirements. - Acquisition and contract-management experience: Experience supporting pre-award and post-award acquisition functions for complex, high-value procurements; managing a technology investment portfolio; and serving effectively as a Contracting Officer's Representative (COR). The candidate should be able to oversee COR training, surveillance reporting, and Contractor Performance Assessment Reporting System requirements in coordination with Contracting Officers. -Strategic program and portfolio management ability: The ability to translate current and future mission needs into executable cyber capability strategies; prioritize resources; manage cost, schedule, and performance; and maintain alignment with organizational objectives. - Analytical problem-solving skills: Demonstrated critical thinking and sound judgment in analyzing complex technical and programmatic issues, assessing risk, and developing innovative, practical solutions. The candidate should work independently, deliver timely results, and guide technical or programmatic work across a team. - Leadership and stakeholder-management skills: The ability to build productive relationships with senior leaders, system operators, sustainment organizations, acquisition program offices, contractors, and other stakeholders. The candidate will be expected to foster collaboration, establish customer alliances, and translate customer requirements into actionable programs and projects. - Security and compliance awareness: Knowledge of applicable security, cybersecurity, information-assurance, and federal/DoD/USSF compliance requirements, with a demonstrated commitment to safeguarding sensitive information.
