QualificationsTo qualify for a Budget Analyst position, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing, implementing, reviewing, and maintaining policies and procedures across the DCMA business base within the incumbent's area of functional expertise and determining the impact of new or revised policies and procedures on DCMA functional areas. Supporting the DCMA budget execution in all matters related to reimbursable/FMS/SA. Optimizing and assisting in the management of DCMA end-strength (ES)/full-time equivalents (FTEs) for reimbursable/FMS/SA. Reviewing final DCMA budget submissions to ensure accuracy, attending hearings to defend budget submissions, preparing justifications/defenses of DCMA budget positions, preparing reclamas to Congressional marks. Integrating the reimbursable, FMS, and SA budget formulation and execution into the DCMA performance Planning, Programming, Budgeting and Execution (PPBE) process.
Major DutiesServes as senior Budget Analyst within the Budget Division, Headquarters, Financial and Business Operations Directorate, Defense Contract Management Agency (DCMA).Responsible for the analysis of plans, programs and systems related to DCMA's reimbursable, Foreign Military Sales (FMS), and Security Assistance (SA) programs.Provides staff level advice and guidance to Agency Management on appropriate levels of financing and investments within the constraints of limited financial resources which will best fulfill Agency objective and strategic plans.Prepares and maintains policy, processes, and internal controls regarding reimbursable/FMS/SA performance budgeting for DCMA.Formulates, submits, and defends consolidated reimbursable, FMS and SA budgets.Supports reimbursable/FMS/SA program management as the key budget manager for the programs.Represents DCMA budget to major reimbursable/FMS/SA customers.
