Job SummaryAbout the Position: Serves as a Senior Engineering Technician. Incumbent is responsible for the broad management phases of engineering, technical, and administrative matters for civil construction projects within an assigned geographical area or for a specific critical major civil construction project in the District.

Specialized Experience at the GS-10 level: One year of specialized experience which includes at least two of the following: 1) Performing quantity computations for civil construction projects using established computational methods and specialized software; OR 2) Assisting in the review of project data to ensure accuracy and conformance with established engineering practices; OR 3) Analyzing survey data and coordinating with others to resolve routine construction or engineering problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience at the GS-11 level: One year of specialized experience which includes at least two of the following: 1) Overseeing the computation of civil construction quantities (e.g., earthwork, stone, paving); OR 2) Resolving complex computational or survey layout problems; OR 3) Reviewing contract payment clauses and maintaining official records to support the agency's position during audits or contractor claims; OR 4) Serving as a liaison between field offices and contractors to provide technical guidance or negotiate solutions for engineering or construction issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-10 you must have 52 weeks at the GS-09 level. For the GS-11 you must have 52 weeks at the GS-10 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy. Major DutiesCalculates and verifies construction quantities (earthwork, stone, paving) using specialized engineering software.Drafts and reviews technical scopes of work for surveying and computational services to align with contract terms.Standardizes field survey data requirements to guarantee seamless integration with computational design software.Mediates technical disputes between field offices and the District Office to keep construction projects on schedule.Resolves data discrepancies by choosing and executing appropriate mathematical and computational models.Coordinates with Architectural Engineering firms contracted to perform survey and computation services.
