QualificationsSpecialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Supporting planning, programming, budgeting, and accountability activities by monitoring and reporting progress toward organizational goals. Assisting in updating planning, programming, budgeting, and accountability policies and providing resource management advice to leadership. Delivering briefings and presentations to management on program resource requests. Helping integrate evidence-based management techniques into planning, programming, budgeting, and accountability processes per the Evidence Act. Conducting analytical studies to assess and recommend improvements to planning, programming, budgeting, and accountability and related policies. Major DutiesJoining Customs & Border Protection (CBP), Office of Accountability, will allow you to utilize your expertise to provide expert knowledge, substantiative expertise in methods, practices, laws, regulations, and policies affecting the Planning, Programming, Budgeting, and Accountability (PPBA) framework of CBP. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in serving as a principal analyst and trusted advisor to senior management providing expert analytical support and authoritative advice on a wide array of complex administrative management matters and specialized programs; developing, strategically implementing, and overseeing diverse administrative programs and initiatives; critically evaluating the efficacy, efficiency, and overall productivity of existing government programs and operations; analyzing impact of new or propose legislation, regulations, and policies; and recommending new or substantively revised guidance, processes, and systems. Typical Work assignments include: Facilitating and integrating CBP Planning, Programming, Budgeting, and Accountability (PPBA) phase activities and resource management across the agency. Developing methods to monitor, assess, forecast, and report progress toward achieving organizational PPBA goals and objectives. Supporting the advancement of research, evaluation, and answering questions of strategic importance to CBP and DHS leadership; and planning, advising on, and/or implementing program evaluations conducted under the Evidence Act.
