About this role

Job SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a civil engineering technician within the A-E group within Engineering Division's Office of the Chief, with responsibility for providing technical support and assistance in monitoring and administrating contract operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for GS-07: One year of specialized experience which includes: 1) Reviewing invoices for reasonableness; AND 2) Providing information/data to contractors; AND 3) working in a team environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Specialized Experience for GS-08: One year of specialized experience which includes: 1) providing technical support in administrating contract operations; 2) Reviewing contractors proposals to ensure that cost estimates are reasonable; and 3) Ensuring proposed work methods and procedures are sound. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Specialized Experience for GS-09: One year of specialized experience which includes: 1) Ensuring designs fit field conditions and comply with performance-based contract requirements on civil work projects; AND 2) Making specific recommendations to the Contracting Officer on any changes affecting contracts; AND 3) Reviews contractor's performance to ensure that all work is in compliance with contract provisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Major DutiesAssists in monitoring progress to award Architect-Engineer, A-E contracts.Reviews Contractors' invoices and vouchers for reasonableness before approval.Advises selection board on company qualifications and makes recommendations on Contractor acceptability.Revises work schedules and assignments to accommodate unplanned situationsParticipates in the selection of Architect-Engineer contractors.Provides technical guidance and instructions on work methods, requirements, and proceduresParticipates in scope of work meetings with the Contractors Representatives to discuss work requirements.Coordinates extensively with Contracting Division and other district elements on matters pertaining to A-E contracting.
