Job SummaryLead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

QualificationsThis is an excepted service GS-15 position open to the public and all current federal employees at the GS-15 and one level below. Current federal employees at the GS-15 and one level below may apply to this position, and if selected will maintain pay set at their current grade and step. Current federal employees at grade levels GS-13 and below are not eligible for this position and their application will not be forwarded to the hiring manager. Superior leadership skills and ability to conduct interagency counterintelligence coordination, lead interagency counterintelligence task forces/working groups and a deep understanding of the OFCO/A executor community. Superior understanding of the following policies and the implementation thereof: EO 12333, ICD 750, ICD 750-1, ICD 751, NSPM-23, the National Counterintelligence Strategy and counterintelligence policies and authorities from the OFCO/A executor community. Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions as they pertain to National level guidance (White House, National Security Council, Congressional engagements, National Counterintelligence Strategy, etc.), the counterintelligence enterprise and the OFCO/A executor community. Superior ability to design, implement and lead integration strategies for NCSC and IC initiatives and programs, including the superior ability to manage human, financial, and information resources. Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals. Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement. Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Expert knowledge of strategy development, planning, and IC organizations' missions/functions/capabilities in order to provide input to national-level strategies and plans and support U.S. national security and foreign policy interests. Expert knowledge of and experience in the intelligence cycle. Desired Qualifications: Graduate of a U.S. government counterintelligence Special Agent credentialing course. At least 5-10 years conducting, managing and leading OFCO/A. Graduate of the Joint Counterintelligence Training Academy Counterintelligence Operations Qualification Course or equivalent. Previous intelligence mission management experience. Previous counterintelligence experience and/or knowledge of IC organizations' counterintelligence components, mission posture, structure, capabilities, processes and policies.

Major DutiesThe National Counterintelligence and Security Center (NCSC) is dedicated to leading the U.S. Counterintelligence and Security communities, countering all threats posed by adversarial foreign intelligence affiliated threats and enhancing our national security posture at every level. We will serve as the head of U.S. counterintelligence and integrate the instruments of national power to counter foreign intelligence threats. NCSC will be the "center of gravity" to support the counterintelligence and security efforts of the entire U.S. interagency, and public sector initiatives to protect our nation from adversarial efforts to exploit the United States and victimize the American people. Serve as a Senior Counterintelligence Integration Manager within the National Counterintelligence and Security Center (NCSC), Counterintelligence Directorate (CD), and carry out NCSC's responsibilities as the intelligence mission manager for counterintelligence. Work in partnership with the Group Chief, to lead and guide the day-to-day coordination and deconfliction of offensive counterintelligence operations/activities (OFCO/A) to advance the integration of NCSC initiatives with OFCO/A executors to counter foreign intelligence threats to the United States. Lead the development and implementation of strategic offensive counterintelligence initiatives and evaluative the effectiveness of OFCO/A in support of national priorities; develop collaborative initiatives to focus enterprise attention on high-priority counterintelligence issues. Represent NCSC in various IC and policy fora and integrate counterintelligence into the national security decision making process. Recognize, value, build, and leverage diverse collaborative networks within the ODNI and across the IC and routinely engage IC counterparts to drive mission integration. Lead stakeholders to develop the roadmap for the strategic solution to compartmented collaboration. Lead assessments to leverage best practices and lessons learned. Lead and support briefings to senior IC officials and other major stakeholders on collaboration progress, issues and challenges. Other duties, as assigned.
