QualificationsIn order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience include: For GG-8: Experience which demonstrates the knowledge, skills, and abilities to perform a wide range of administrative duties such as: Skill in operating computer equipment sufficient to prepare correspondence, memoranda, presentations, and reports in final form. Ability to organize the flow of administrative work, to maintain and organize an adequate filing system, and to locate and assemble material for reports and meetings. Ability to handle multiple, time sensitive tasks. Familiarity with administrative policies and procedures to properly prepare correspondence, respond to inquiries of a routine and non-routine nature, record minutes of meetings and conferences, and respond to phone calls and inquiries. For GG-9: Experience initiating, coordinating, monitoring, reviewing, and/or processing into final licensing actions or other related documents and communications ensuring compliance with non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process. This work was performed under close or general supervision. For GG-10: Experience initiating, coordinating, monitoring, reviewing, and/or processing into final action licensing actions, Technical Specifications, or other related documents and communications ensuring compliance with non-technical administrative aspects of NRC rules, regulations, and procedures applicable to the licensing process. This work was performed under moderate supervision. The ideal candidate will be able to demonstrate the following: Knowledge of regulations and rules associated with a licensing program and the ability to administratively review, edit and process all associated documents required. Ability to effectively communicate orally and in writing to deal tactfully, efficiently, and professionally with all levels of staff. Ability to work efficiently in handling multiple assignments with competing priorities, often under considerable pressure to meet deadlines. Knowledge of and proficiency in using computer systems, office tracking systems, and ability to analyze and implement procedures to manage correspondence and information through automated means. Major DutiesServes as the Operator Licensing Assistant (OLA) with responsibility for the coordination of the licensed reactor operator administrative functions and technical/medical issues associated with the Operations Branch. Coordinates the initial reactor operator licensing examinations including processing applications for initial, upgrade, and renewal reactor operator, senior reactor operator, and limited senior reactor operator licenses. Conducts thorough reviews of reactor operator qualifications including medical conditions and restrictions, work experience, training program completion and all waivers required to document deviations from any required license condition. Duties may include, but are not limited to: Plans, organizes, and coordinates the review of new and renewal reactor operator, senior reactor operator, and limited senior reactor operator license applications, and amendments to applications submitted. Plans, organizes, and coordinates notifications to advise applicants, potential applicants, regional examiners, regional managers, licensee managers, and staff, of the applicable NRC regulations guides and policies to be considered in the preparation and submittal of applications for examination and licensing for reactor operators at nuclear power facilities. Plans, organizes, and maintains databases and action tracking systems for Operator Licensing Branch. Provides data, reports, and analyses of work methods, procedures and performance against quantitative goals from a variety of computer-maintained databases on an as-needed basis. Plans, organizes, and coordinates the creation and maintenance of electronic document packages for each reactor operator licensing examination and licensed operator docket file. Maintains correspondence and records regarding licensed reactor operators who fail fitness-for-duty (FFD) tests. Develops control systems to ensure that administrative procedures are detailed, accurate, and consistent. Assists Branch Chief in assuring that procedures and guides are appropriately utilized, and established deadlines are met.RequirementsYou must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.
