About this role
PCL is hiring for two positions on the Learning & Development Team in the Human Resource Department, the Learning & Development Manager (L&D Manager) and New Hire Learning Facilitator (NHLF) positions.
The New Hire Learning Facilitator will create engaging learning experiences for new team members aligned with PCL's mission and values. The facilitator will work with supervisors and HR to integrate new hires into PCL's culture and provide essential knowledge for their roles. Responsibilities include facilitating classroom, web-based, and on-the-job training, ensuring DSPs meet core competency requirements.
The Learning and Development Manager has a strong commitment to providing PCL employees opportunities for personal and professional growth through learning and development. They are responsible for the effective development, coordination and presentation of learning and development programs for all employees. This role requires a depth of knowledge and expertise with adult learning principles, curriculum design methodology, as well as managing learning environments for both in-person and virtual learning.
As members of the Human Resource team, these team members works closely with others to represent PCL professionally by treating all employees in a respectful manner. These positions have responsibilities in many areas and will ensure that all are done to the very highest standards. • New Hire Learning Facilitator Wage Range: $20.50-22.50/hour DOE
• NHLF Position Type: Full-Time, Hourly, non-exempt
• NHLF Education Requirement: High school diploma/GED required; preference given to applicants with some college education related to Learning and Development.
• NHLF Experience Requirement: Minimum of one year working in the field of Intellectual/Developmental Disabilities and one year of providing formal training (or 2 years of informal training).
• Learning & Development Manager Wage Range: Approx. $4,159.92 - $4,500 Monthly DOE
• L&D Manager Position Type: Full-Time, Salaried, exempt
• L&D Manager Education Requirement: Associate's Degree in a related study to Learning and Development (or equivalent of 2 years of Learning & Development experience).
• L&D Manager Experience Requirement: Minimum of one year working in the field of Intellectual/Developmental Disabilities and one year of providing formal training (or 2 years of informal training).

General Schedule: 40 Hours weekly, generally Mon-Fri, 8 am and 5 pm. Hours will vary and include nights, weekends, and travel as scheduled.
New Hire Learning Facilitator Job Duties:
• Create engaging learning experiences that align with PCL's mission and values, support team member's growth, and ensure we remain compliant with industry standards.
• Welcome new team members and guide them through their first day of employment and following orientation training.
• Respond to emergent needs of the classroom as they come up.
• Conduct trainings as required and serving as a backup trainer as needed.
• Data entry of new hire orientation documentation, including managing timesheets.
• Assist other trainers with set up/materials for classes, including after hours orientation.
• Constantly strive to promote a positive view of people with intellectual and developmental disabilities through words and action.
L&D Manager Job Duties:
• New Hire Orientation Coordination:
• Create the annual orientation schedule, schedule trainers, and schedule conference rooms.
• Train designated orientation and Leadership Academy classes.
• Review ongoing feedback from orientation.
• Manage orientation budget.
• Review and modify new hire orientation based on the needs of the individuals attending.
• Complete New Hire Evaluations and hand off to the program supervisor when initial orientation is complete. Ensure new hire orientation time sheets are processed.
• Sending No call/no show letters and any needed follow-up, including disciplinary action and make-up classes.
• Take appropriate personnel action with anyone who has not completed orientation within the established timelines.
• Completion of training increases as necessary.
• Ensure all additional training is complete as required by department and/or position for both new hires and transferring team members.
• CPR Training Center Coordination:
• Ensure all Agency CPR instructors are training within HSI guidelines.
• Administer updates to instructors as required by HSI.
• Schedule agency CPR classes, instructors and Conference rooms.
• Ensure instructor certifications are tracked and renewed annually.
• Oversee maintenance and accuracy of the Training Management System.
• Ensure performance evals are sent out monthly, review and report overdue evaluations.
• Develop and deliver Learning programs that are focused on driving career development, improved performance, and an unmatched customer experience.
• Review all outside training for accuracy and relevancy and assign credit as appropriate.
• Review all supplemental class proposals and assist with implementation.
• Coordinate all ASL Interpreter Requests.
Certifications and Training:
• Must pass required DHS background check and Protective Service Investigations.
• This position requires a valid driver's license and to be eligible to drive agency vehicles.
• Complete and maintain all certifications as required by the position, PCL, and other governing agencies.
• Must be able to obtain and maintain certification to a satisfactory level in Oregon Intervention System (training provided if hired).
• Must be able to obtain and maintain certification in CPR (training provided if hired).
• Complete all duties related to being a Mandatory Abuse Reporter.
• New hire orientation and on-site training must be completed within 60 days of hire.
