Job summary
Swansea Bay University Health Board is seeking to recruit a professionally qualified accountant for the role of Finance Manager-Capital (Operations) within the Capital Finance Team.
This is a new and exciting opportunity for a highly motivated individual to join our Finance function. In this high-profile role you will lead and work within a team responsible for the financial management of the Health Board's Capital Programme.
Reporting to the Head of Capital Finance, you will work across the Finance function, with senior managers and within multi-disciplinary teams to help ensure that the Health Boards annual Capital Resource Limit is achieved. This is a unique role which will provide experience across both the traditional management and financial accounting disciplines, providing the right individual with the opportunity to work across the organisation whilst developing their skillset.
We are seeking a dynamic, forwarding thinking individual, with a desire to implement improvements within the Team to help provide a first class service. We encourage and support individuals in their development through on job learning and via exposure to other functions outside of Finance, including Capital Planning, Procurement & Digital.
Main duties of the job
This post forms a key part of the Health Board's Capital Finance Team, working with the Capital Planning Team, Corporate Finance, Finance Business Partners & Service Leads.
The post supports the Head of Capital Finance in the financial management and achievement of the statutory Capital Resource Limit (CRL), providing accurate, timely and reliable financial information and support.
The post supports the overall financial management and monitoring of the Capital Programme approved by the Health Board. Leading on specific aspects, including but not limited to, management of the monthly scheme level CRL Review meeting with the Capital Planning Department. This work is often highly complex requiring detailed analytical work, planning, evaluation, operational and strategic decision making, and a high degree of technical accounting expertise.
The post has operational responsibility for the financial monitoring of the in-year Capital Programme. Ensuring that robust systems for recording and estimating spend and specialist capital contracts are in place and operating effectively to report analysed spend against schemes, both on a current basis and projected outturn. Leads on the management of the Contract Register and VAT assessments.

We are pleased to offer this position as either a substantive Band 7 appointment or, for part-qualified (CCAB/CIMA) candidates who demonstrate the potential to undertake the role but do not yet meet all the requirements for appointment at Band 7, as a supported training and development post under Annex 21 of the Agenda for Change Terms and Conditions of Service.
Band 7 and Annex 21 Trainee Route
The level at which the successful candidate is appointed will be determined through the recruitment and selection process, taking account of their qualifications, knowledge, relevant experience and ability to demonstrate the full requirements of the Band 7 role.
Candidates who meet all the essential requirements of the Band 7 person specification will be appointed directly at Band 7.
Where the successful candidate requires further development before undertaking the full responsibilities of the role, they will be appointed under Annex 21. They will undertake a structured development programme tailored to their existing knowledge, experience and learning needs.

Qualifications & Knowledge Essential
CIMA/CCAB Professionally qualified accountant with extensive post qualification experience Evidence of Continuing Professional Development. "In depth" specialist knowledge of financial accounting and control techniques and procedures, financial aspects of NHS legislation and NHS finance policies, and a proven track record in this area

Appropriate management Qualification.
Experience Essential
Experience of Capital Finance/Capital Accounting and/or Finance Business Partnering Relevant post qualification experience. Experience of effectively managing people and working as part of a team.

Experience of Capital Finance. Experience of annual accounts and financial accounting processes. Previous experience of working within health finance systems. Experience of business cases and economic modelling.
Aptitude and abilities Essential
Ability to communicate effectively by giving and receiving complex information and an ability to advise non-finance colleagues on financial accounting and system matters. Ability to work on own initiative at all levels in the Health Board. Proven ability to manage staff, including the necessary supervisory/co-coordinating skills. Ability to work on own initiative at all levels in the Health Board, working within broad professional accounting and other relevant policies Ability to work with senior professionals on a team basis Good communication and negotiating skills required to deal with complex information/negotiating positions etc Ability to work as part of a team / teams including non-finance professionals at a strategic level both inside and outside the Health Board. Ability to demonstrate analytical, interpretation and judgmental skills on highly complex accounting issues. Personal skills required dealing with all clients (both internal and external) of the Finance function, especially colleagues from both audit functions and senior Welsh Government and professional accounting body staff. Expert knowledge of I.T. Skills and their practical application with Microsoft Office 365 functionality, including Power Automate and Power Apps.
