Job summary
The Programme Manager will lead the effective planning, delivery and evaluation of Surrey and Sussex Training Hubs programmes that support the development of the primary care workforce. Working across the Training Hubs, Primary Care Provider Collaboratives and Integrated Care Boards, the post holder will provide programme leadership, coordinate workstreams and maintain robust oversight of delivery, quality, finance, governance, risks and benefits.
Main duties of the job
The role will build strong partnerships, use data and insight to inform decisions, and provide clear reporting to senior leaders and governance groups. The post holder will identify opportunities for collaboration and innovation, prioritise programmes at risk of non-delivery, and ensure activity remains aligned with local and national workforce priorities while achieving value for money and measurable impact.

Job description Job responsibilities
1. Strategic Leadership and Programme Management
Understand and support the vision and strategic aims of Surrey and Sussex Training Hubs (S&STHs) for the Primary Care Workforce. Provide leadership and direction for programme management across S&STHs, supporting colleagues within S&STHs, PCPCs and the ICB. Lead designated S&STH programmes, including the professional management of programme support team members and oversight of their workstreams. Prioritise programmes at risk of non-delivery and take appropriate action to mitigate risks and ensure successful outcomes. Promote innovation, forward thinking and continuous improvement whilst maintaining a high level of attention to detail and organisational awareness. Ensure sufficient oversight across programmes and projects to identify opportunities for collaboration, alignment and service improvement.Provide strategic oversight of an effective Primary Care Mentorship Programme across Sussex, ensuring it supports workforce development, retention and professional growth.
2. Programme Delivery, Governance and Risk Management
Ensure programmes and projects are delivered on time, within budget and to the required quality standards. Maximise value for money and ensure compliance with procurement, governance and assurance processes. Provide programme oversight and risk management to support innovative programme delivery whilst maintaining financial sustainability. Monitor programme performance, identifying and mitigating risks and escalating issues where appropriate. Ensure robust evaluation and impact assessment processes are embedded within all programmes and projects.
3. Workforce Development, Education and Training
Lead the continued development and expansion of education, training provision and workforce development opportunities for the Sussex primary care workforce.Support Primary Care at Scale providers in progressing their role as high-quality clinical learning environments and placement providers.Provide leadership, guidance and support to Nurse Educators working with General Practice to strengthen workforce capability, educational opportunities and professional development.Work collaboratively with Federations, Practice Manager Associations, Primary Care providers and other training and development leads to progress workforce education and training opportunities across Sussex.Identify and develop opportunities to enhance learning, career development pathways and multidisciplinary workforce initiatives across the primary care workforce.
4. Performance, Data Analysis and Reporting
Ensure robust data collection, monitoring and analysis are embedded within all programmes and projects. Respond effectively to scheduled and ad hoc reporting requirements. Develop and produce statistical and performance reports to inform decision-making and recommend management actions. Track programme and project performance, providing regular updates to the S&STHs Senior Management Team and relevant governance groups. Review, evaluate and communicate programme impact, outcomes and return on investment.
5. Stakeholder Engagement and Partnership Working
Develop and maintain strong working relationships across PCPCs, S&STHs, ICBs and wider stakeholder organisations. Build effective partnerships with health, social care, education and training partners to support workforce transformation and development. Ensure appropriate stakeholder engagement is undertaken to support successful delivery of programme objectives. Utilise existing engagement mechanisms and establish new channels where required. Maintain excellent communication with colleagues and external partners, fostering collaboration, shared learning and innovation. Identify and promote opportunities for collaborative working across organisations and sectors.Work in partnership with Federations, Practice Manager Associations, Primary Care at Scale providers and other key stakeholders to strengthen and expand workforce training and development provision across Sussex.
6. Funding, Impact and Service Development
Evaluate programme outcomes and demonstrate impact against strategic objectives. Contribute to the development of funding proposals, business cases and contract opportunities. Support the delivery of ICB, PCPC, NHSE and S&STHs priorities through evidence-based recommendations and programme evaluation. Identify future opportunities for workforce development, service improvement and investment.Contribute to the development of sustainable education, mentorship and workforce development programmes that strengthen and future-proof the primary care workforce across Sussex.
Person Specification
Experience Essential
Experience of managing complex programmes or multiple interdependent projects from planning through to evaluation. Experience of delivering against agreed timescales, budgets, quality standards and governance requirements. Experience of managing risks, issues, dependencies and competing priorities, including recovering delivery that is off track. Experience of analysing data, developing performance reports and presenting recommendations to senior stakeholders. Experience of building effective relationships and securing engagement across organisational boundaries. Experience of leading, coordinating or professionally managing programme staff or multidisciplinary teams.
Desirable
Experience within primary care, workforce development, education, healthcare or the wider public sector. Experience of commissioning, procurement or contract management. Experience of benefits realisation, service improvement or organisational change. Knowledge of current NHS workforce priorities and integrated care arrangements.

Qualifications Essential
Educated to degree level or able to demonstrate equivalent relevant experience. Evidence of continuing professional development in programme or project management.
Desirable
Recognised programme or project management qualification, such as PRINCE2, MSP, Agile or equivalent. Management or leadership qualification.
Skills and Abilities Essential
Strong programme planning, organisation and prioritisation skills, with the ability to manage several workstreams simultaneously. Ability to interpret complex information, analyse quantitative and qualitative data, and translate findings into clear actions. Excellent written and verbal communication, including concise reports, presentations and assurance updates for senior audiences. Strong stakeholder management, negotiation and influencing skills. Sound financial awareness and the ability to monitor budgets, value for money and programme viability. Ability to establish proportionate governance, performance measures, reporting arrangements and evaluation frameworks. Confident user of standard digital tools for programme planning, data analysis, reporting and collaboration.
Desirable
Ability to develop dashboards or other visual reporting tools. Facilitation, workshop design or change management skills. Understanding of primary care workforce data, education programmes or training quality assurance.
