Job summary
This is a unique opportunity for an experienced and ambitious individual to play a leading role in shaping a new organisation from the ground up. Liverpool General Practice Collaborative are looking for a part-time (22.5 hours) experienced Business and Development Manager to help design and implement the foundations required for long-term success, increase the visibility and influence of General Practice within the wider health and care system, and support the Collaborative in realising its vision of stronger primary care, improved population health and better outcomes for Liverpool's communities.
Main duties of the job
The Business & Development Manager will play a pivotal role in establishing and developing Liverpool GP Collaborative,supporting nine Primary Care Networks to create a sustainable, provider-ready organisation. The role is responsible for developing governance arrangements, organisational infrastructure, policies, business plans, risk registers and operational processes that support the Collaborative's long-term ambitions.
Key responsibilities include delivering strategic and operational plans, identifying opportunities for collaboration across member PCNs, developing future service models, securing funding, preparing business cases and supporting income generation. The postholder will coordinate programmes and projects, monitor delivery against agreed objectives, manage risks and performance reporting, and ensure effective programme governance.
The role acts as a key link between member PCNs and wider system partners, building productive relationships with General Practice, the Integrated Care Board, NHS Trusts, Liverpool City Council and voluntary sector organisations. Working within a developing organisation, the postholder will help translate strategic priorities into practical delivery, strengthen the voice of Primary Care, support neighbourhood-based working and contribute to improved health outcomes for Liverpool residents.

Liverpool General Practice Collaborative brings together Liverpool's 9 PCNs to provide collective leadership for General Practice, strengthen neighbourhood working and improve outcomes for the populations we serve. Our shared ambition is to put General Practice in the strongest possible position to improve population health, reduce inequalities and help shape the future of integrated neighbourhood-based care across Liverpool.
By working collaboratively, we aim to create a collective voice for Primary Care, influence system decision-making, strengthen partnerships, and develop innovative models of care that deliver better outcomes and experiences for local communities. The Collaborative is committed to reducing duplication, sharing expertise and enabling Primary Care Networks to achieve more together.
Whilst significant progress has been made in bringing together the city's PCNs around a shared vision and strategic direction, the organisation remains in its formative stages. Liverpool General Practice Collaborative is not yet established as a formal legal entity and is currently developing the governance arrangements, leadership structures, operational processes and organisational infrastructure required to support its future ambitions.
Over the next two years, the Collaborative intends to establish strong organisational foundations, develop effective partnership arrangements and build the capability required to support neighbourhood-based provider models across Liverpool.

Organisational Development
Support the development of Liverpool GP Collaborative from an emerging partnership into a sustainable organisation. Develop organisational infrastructure, governance arrangements and operational processes. Produce key organisational documents including business plans, policies, risk registers and governance frameworks. Support options appraisal and recommendations regarding future legal structures. Strategic Planning
Facilitate the development and delivery of the Collaborative's strategic priorities. Develop annual operating plans and delivery frameworks. Identify opportunities for collective working across member PCNs. Support development of future service opportunities and delivery models. Business Development
Identify and pursue funding opportunities. Prepare business cases, funding applications and investment proposals. Support the Collaborative to develop sustainable income streams. Build relationships with strategic partners across health and care. Programme Management

Act as a key point of contact for the Collaborative.
