About this role

Job summary

NHS Central East ICB is looking to recruit two public health consultants.

One will work in the Clinical Advisory and Population Risk Improvement Directorate and one in the Strategy , Planning and Evaluation Directorate.

These are full time substantive roles but can also be done part -time or as a job share.

This is an exciting opportunity to provide public health leadership into a new organisation committed to best serving our population and continuous quality improvement through excellence in commissioning.

Main duties of the job

Public Health Consultant for Utilisation Management

Lead the development and implementation of the public health aspects of the ICB's utilisation management strategy

Apply public health intelligence to identify variation, inefficiencies, and opportunities for service redesign

Oversee programmes that improve clinical effectiveness, reduce low-value interventions, and optimise care pathways

Support value-based commissioning through evidence-informed prioritisation and resource allocation

Lead system-wide reviews of service utilisation, demand management, and capacity planning

Embed TQM principles to drive continuous improvement in service delivery and patient outcomes

Public Health Consultant - Strategy , Planning and Evaluation

Lead, with the Deputy Director, the development and delivery of the ICB's Population Health Management operating model, strategy and Improvement Plan, embedding the development and utilisation of a Population Health Management approach.

Provide public health leadership and expertise to the Population Health Unit, working with other senior members of the team to prioritise the Unit's workplan and support staff to deliver high quality outputs.

Provide Public Health leadership into the development of PHM infrastructure, tools and capabilities to underpin decision making, including the training, coaching and development of support tools for commissioners, managers and clinicians.

Person Specification

Qualifications Essential

Educated to Master's degree level or equivalent level of experience in a relevant field (e.g. health, care, public services, professional expertise, or related discipline). Evidence of continuous professional development, with a track record of keeping skills and knowledge current covering a number of disciplines such as Finance or Management Leadership qualification

Knowledge and Experience Essential

Significant experience at Senior Management (sub board) within the NHS, public sector, or a comparable complex system Extensive leadership experience in a complex, multi-agency environment, ideally within health and care commissioning Demonstrable success in delivering organisational change, transformation, and integration at scale. Deep understanding of the NHS, Integrated Care Systems, and the wider health and care policy context, including the priorities of the NHS 10 Year Plan and statutory duties of an ICB Strong track record in delivery of strategic planning, commissioning, and/or system-wide service redesign to improve outcomes and value for money

Skills Essential

Highly developed analytical skills and the ability to interpret complex data to inform strategy, decision-making, and performance improvement. Proven ability to operate with political astuteness, demonstrating awareness of the wider political and strategic environment. Exceptional relationship-building and partnership-working capabilities, able to develop trust and credibility quickly across organisational boundaries Strong financial acumen, with the ability to ensure robust stewardship of public funds and alignment of resources to strategic priorities
