The PUD is seeking internal applicants for the Engineering Technician II position.
This full-time, non-exempt, position offers 40 hours a week.
The Engineering Technician II designs overhead and underground electrical system improvements, line extensions, subdivisions, and light industrial and commercial projects. Performs project management duties for projects of limited scope, creates engineering models, prepares work orders and performs detail-oriented engineering work with the use of tools and software.
This position includes full-time NWCPUD benefits.
QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.
Education/Experience:
• High school diploma or GED required.
• Associate degree in engineering or related, similar field preferred; or, minimum three (3) years’ electric utility experience with an emphasis on design and construction of distribution/transmission systems.
• Experience interpreting and complying with OSHA regulations applicable to the electric utility industry highly preferred.
• Completion of staking certification program required.
• Valid, current and insurable driver’s license.
GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:
• Prepares work orders to maintain and/or replace existing distribution and transmission facilities and to extend facilities as requested and necessary for developments.
• Designs electric distribution facilities following PUD standards.
• Coordinates project management activities with customers, contractors, builders, and other stakeholders necessary for successful project implementation within regulatory and compliance requirements.
• Obtains easements and permits as necessary by project.
• Performs routine surveying tasks associated with line staking.
• Reads and interprets maps, staking sheets, and complex diagrams.
• Develops working knowledge of PUD’s regulatory requirements and expectations. Maintains current knowledge as regulatory expectations change or are revised.
• Develops working knowledge of local, state and federal regulatory requirements and expectations pertaining to the electrical distribution industry. Maintains current knowledge as regulatory expectations change or are revised.
• Annual participation in Oregon OSHA refresher course 29CFR 1910.269.

• Performs data entry, manipulation, and validation for District engineering tools.
• Supports accurate data exchanges between complex software programs (i.e. GIS exports to engineering analysis programs). Exercises sound judgement by escalating issues to senior engineering staff.
• Other duties as assigned.
Secondary Functions:
• Participates in cross-training efforts on some GIS Technician position duties.
• All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.
Skills/Knowledge/Abilities: PLEASE NOTE: This position requires the use of various tools/equipment that are related to performing the essential functions of this job.
• Ability to complete timecards, reports, data tickets, logs, staking sheets, or similar paperwork following prescribed formats as explained by the Engineering Supervisor.
• Effectively demonstrates the ability to communicate with co-workers and the general public regarding design standards, equipment specifications, maps, and technical manuals.
• Organizes and manages workload with minimum supervision.
• Demonstrates thorough understanding of the District's work order costing software and its nuances.
• Maintains a positive, courteous, and respectful attitude, and work cooperatively with PUD customers, employees, supervisors, and the general public.
• Exercises independent judgment in evaluating situations and in making decisions.
• Maintains working knowledge in the use of the District's staking software and equipment such as survey transit and laser measuring tools
• Utilizes professional communication skills, both verbal and written, when dealing with PUD employees, PUD supervisors, PUD customers, and outside agencies such as: contractors, consulting firms, professional organizations, and government agencies.
• Demonstrate sufficient math skills to make calculations involving fractions, percentages, ratios, proportions, or other math skills normally required in electrical theory or survey work.
• Exercises good judgment, select, use, and adjust for correct body position, tools, or work aids to work, move, guide or place objects or materials.
• Knowledge of current PUC and NESC codes and regulations.
Supervisory and/or Functional or Technical Responsibility or Oversight:
• No supervisory responsibilities.
Job Scope:
• Works on assignments that are semi-routine in nature where the ability to recognize deviation from the standard practice and basic analysis is required.
Mental or Visual Demand:
Intense and/or exacting mental and/or visual attention; the work involves visualizing, planning,
laying out, or otherwise performing very involved and complex work.
Working Conditions:
May be exposed to the following elements: dust, dirt, heat, cold, noise, vibration, water.
Work is typically performed under reasonably good working conditions; while exposure to any or all of the above elements may occur, such exposure is generally not present to the extent of being disagreeable.
Physical Requirements: Must be able to sit, stand, walk, grasp, pinch, keyboard. Push up to 50lbs, lift, pull and carry up to 50lbs.
