JOB INFORMATION • Job Title: Manager GIS • Grade: Exempt 59 • Job Code: 128154 JOB SUMMARY Plans, manages and directs Geographic Information System (GIS) activities aligned with Company objectives and goals. Oversees, manages GIS activities and operations; manages GIS activities with other divisions, outside agencies, and general public; provides highly responsible and complex assistance to staff. Manages professional members and/or supervisors. LEVEL OF RESPONSIBILITY • Accountable for departmental performance. Adapts departmental plans and priorities to address business and operational challenges. Decisions guided by policies, procedures and business plan. Generally manages a recognized discipline and specialty with separate budget. ESSENTIAL FUNCTIONS • Sets priorities, allocates staff, and budget to accomplish organizational objectives for GIS according to short-term and long-term strategic plans. • Manages the enterprise GIS geodatabase and data model, ensuring data integrity, topology, and readiness to support downstream systems. • Coordinates cross-functional work and shared resources with IT/OT, Distribution Engineering, Field Operations, and the Distribution Control Center (DCC) to deliver business objectives. • Maintains and coordinates GIS integrations with ADMS, CYME, SAP S/4 (via VertiGIS), Snowflake, FME, and the enterprise service bus (ESB) to ensure accurate data exchange across systems of record. • Oversees field and mobile GIS capabilities and adoption (ArcFM Mobile, Field Maps, Survey123). • Manages assigned personnel and is responsible for selection, hiring, training, performance evaluations, promotional recommendations, and schedules. • Provides guidance and keeps members informed of policies and operational changes. • Monitors and maintains operational efficiency with emphasis on accuracy and . data quality, mapping accuracy, and turnaround/service-level targets. • Responsible for scoping, development, management, technical review and timely completion of GIS-related plans, studies, and projects. • Leads GIS platform modernization by reviewing and implementing new GIS tools, enhancements, and technology to meet changing customer and business needs. • Coordinates with vendors on tools, licensing, and technical deliverables. • Directs and coordinates queries and mapping services for both internal customers and external governing authorities. • All other duties as assigned. REQUIREMENTS • Bachelor's Degree in related field (e.g., GIS, Cartography, Geography, Geomatics, Meteorology, Computer Science, Electrical, Electronic, or Engineering Technology), And 8 years of distribution or transmission or related electric utility GIS experience; OR • Associate's Degree in related field (e.g., GIS, Cartography, Geography, Geomatics, Meteorology, Computer Science, Electrical, Electronic, or Engineering Technology) And 10 years distribution or transmission or equivalent electric utility GIS experience; OR • 12 years of distribution or transmission or equivalent electric utility GIS experience, with reasonable leadership experience. WORKING CONDITIONS • May be required to work non-standard hours. • May require travel. • Office environment. KNOWLEDGE, SKILLS AND ABILITIES (KSAS) • Demonstrated leadership in IIF (Incident and Injury Free) culture. • In-depth knowledge of GIS software, mapping concepts, and data management, including ArcGIS Enterprise, ArcGIS Pro, ArcFM, and Esri Utility Network data models. • Demonstrated ability to cultivate innovation creating new and better ways for the organization to be successful. • Demonstrated ability to optimize work processes with a focus on continuous improvement. • Ability to build effective teams that apply diverse skills and perspectives to achieve common goals. • Ability to drive engagement through creating a climate where people are motivated to do their best to help the organization achieve its objectives. • Ability to build strong customer relationships and deliver customer-centric solutions. • Ability to communicate effectively through developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences. • Ability to instill trust and gain the confidence of others through honesty, integrity, and authenticity. • Knowledge of electric systems, including electric distribution and transmission network structure and operations. • Knowledge of geodatabase administration, data modeling, and topology for electric and land network data. • Knowledge of GIS system integrations with enterprise platforms such as ADMS, CYME, SAP (asset management), and data/analytics pipelines (FME, Snowflake, ESB). • Knowledge of QA/QC and data governance practices, including spatial accuracy, data quality metrics, and conflation methods. • Ability to lead technology migrations and upgrades, including planning, vendor coordination, and phased delivery. • Ability to lead change management and training efforts to drive adoption of new GIS tools and workflows across office and field users.
