We are seeking an experienced PMO Manager to lead the Project Management Office (PMO) for CAPEX infrastructure programmes within the built environment, production, and facilities sectors. The ideal candidate will have a proven track record in project controls, scheduling, and EPC delivery, ensuring alignment with strategic objectives, budgetary constraints, and regulatory compliance. This role demands strong leadership, analytical rigor, and stakeholder management to drive operational excellence across physical programmes. Our offices are based in Birmingham, but we work with clients across the Midlands and South East. Programme & Project Governance Develop and implement PMO frameworks, methodologies, and best practices for CAPEX infrastructure programmes, ensuring adherence to project controls, scheduling, and risk management standards. Oversee EPC project lifecycles (feasibility, design, procurement, construction, and handover), ensuring on-time, on-budget delivery in alignment with business objectives. Establish governance structures for physical programmes, including stage-gate reviews, change control, and performance metrics. Project Controls & Scheduling Lead the development and maintenance of project controls, including cost estimation, earned value management (EVM), and critical path analysis (CPA). Implement advanced scheduling tools (e.g., Primavera P6, MS Project, or Power BI) to monitor progress, dependencies, and resource allocation across built environment and facilities projects. Ensure integrated master schedules (IMS) are aligned with CAPEX budgets and EPC contractual milestones. Stakeholder & Risk Management Act as the primary interface between senior leadership, project teams, and external stakeholders (e.g., contractors, consultants, regulatory bodies). Identify, assess, and mitigate programme risks (e.g., cost overruns, delays, or scope changes) through proactive controls and contingency planning. Facilitate cross-functional collaboration between engineering, procurement, construction, and operations teams to ensure seamless EPC execution. Financial & Performance Reporting Monitor CAPEX expenditure against budget forecasts, providing variance analysis and corrective action recommendations. Develop KPIs and dashboards to track project health, schedule adherence, and cost performance for executive reporting. Ensure compliance with financial controls (e.g., IFRS, GAAP, or company-specific CAPEX policies). Continuous Improvement & Innovation Drive process optimization in project controls, scheduling, and EPC delivery through lean methodologies and digital transformation (e.g., BIM, AI-driven analytics). Benchmark industry best practices in infrastructure PMO and recommend innovative solutions to enhance efficiency and scalability.
