The Contracts Manager will support the effective management, monitoring and administration of the Federations contracts and commissioned services. The post holder will work with Federation colleagues, GP practices, Primary Care Networks (PCNs), the Integrated Care Board (ICB) and other partners to help ensure contractual requirements, performance standards and reporting deadlines are met.

This is a delivery-focused role requiring good organisational, analytical and communication skills. The post holder will maintain contract information, monitor performance and key performance indicators (KPIs), coordinate contract review activity, identify and escalate risks or issues, and support timely resolution of contractual queries. The role will work within agreed policies, procedures and governance arrangements, seeking senior advice where matters are complex, high risk or outside delegated authority.

Main duties of the job

The role is responsible for the day-to-day management of contracts and commissioned services, ensuring requirements, KPIs, deadlines and documentation are effectively monitored and maintained.

It supports contract development, variations, performance reporting, financial monitoring, risk management and quality improvement, while coordinating CQC compliance and regulatory readiness. The postholder will work closely with GP practices, PCNs, ICB teams, Finance, clinical and operational colleagues, providing accurate reports, maintaining audit trails, following up actions and escalating risks or complex issues appropriately.

Havering Primary Care Networks (PCNs) are groups of GP practices that have come together to work more closely together to improve the quality of care for patients in Havering. There are five PCNs in Havering: Crest PCN, North PCN, South PCN, Liberty PCN and Marshalls PCN. The PCNs include a wide number of staff and skill mix, including the ARRS (Additional Reimbursable Roles Scheme - Staff) and Havering Health supports the recruitment of for the PCNs. The ARRS staff provide a valuable resource and additional services to the PCNs and Practices in supporting the delivery of high-quality and integrated care to patients across Havering. This staff group supports the other hard-working staff in general practice.

Main Duties and Responsibilities

Contract Management and Administration Support the day-to-day management of a portfolio of contracts and commissioned services, ensuring key requirements, milestones and deadlines are understood and tracked.

Maintain accurate contract records, schedules, action logs and supporting documentation, ensuring information is current and accessible.

Act as a point of contact for routine contract queries from internal teams, GP practices, PCNs and commissioners, escalating complex or contentious matters appropriately.

Support contract mobilisation, variation, review and closure processes in line with agreed governance and delegated authority.

Interpret relevant contractual requirements, primary care guidance and local procedures, and provide practical advice to colleagues within the scope of the role.

Coordinate information required for contract meetings, reviews and assurance processes and follow up agreed actions.

Draft, review and maintain sub-contracts, service agreements, contract variations and associated schedules using approved templates, ensuring requirements, responsibilities, deliverables and reporting arrangements are clearly documented and escalating matters requiring legal, financial or senior review.

Coordinate the internal review and approval of draft sub-contracts and variations, maintaining an appropriate audit trail and ensuring final documentation is issued and stored in accordance with Federation governance arrangements.

Performance, Reporting and Assurance Monitor delivery against agreed clinical and non-clinical KPIs, contractual standards and reporting requirements.

Collate, validate and analyse information from a range of sources to identify performance trends, gaps, risks and areas requiring follow-up.

Prepare clear and accurate routine performance reports, dashboards, briefing notes and contract updates for internal and external meetings.

Work with service, finance, data and clinical colleagues to investigate performance variances and support agreed corrective actions.

Support assurance that contractual activity is delivered in accordance with relevant policies, governance requirements and regulations.

Maintain appropriate audit trails and evidence to support contract monitoring and assurance.

Draft high-quality reports, briefing papers and assurance updates for Federation committees, governance groups and the Board, presenting contract performance, key risks, issues, actions and recommendations clearly for the intended audience.

Support the preparation of committee and Board papers to agreed deadlines, responding to follow-up queries and ensuring agreed actions relating to contracts, performance or CQC compliance are recorded and progressed.

Financial and Resource Monitoring Work with finance colleagues to monitor contract values, payment arrangements and relevant financial information.

Support reconciliation of activity, performance and payment information, identifying discrepancies and escalating them for resolution.

Provide accurate information to support forecasting, invoicing, payment validation and financial reporting where required.

Operate within the Federations financial controls, delegated limits and governance arrangements.

Risk, Issues and Quality Identify contract delivery risks, issues and dependencies and ensure these are recorded, monitored and escalated through the appropriate route.

Support the investigation and resolution of contractual or service delivery issues, working collaboratively with relevant colleagues and stakeholders.

Contribute to quality improvement and lessons learned by identifying recurring themes and supporting practical improvements to contract management processes.

Support responses to complaints or concerns where there is a contractual element, ensuring appropriate records and escalation.

Communication and Stakeholder Engagement Develop and maintain constructive working relationships with Federation colleagues, GP practices, PCNs, ICB teams and other partners.

Communicate contractual and performance information clearly, adapting the level of detail to the audience.

Attend and contribute to internal and external meetings, providing updates, recording actions and following up agreed next steps.

Use tact, diplomacy and negotiation skills when dealing with differing views, competing priorities or sensitive contract issues.

Promote collaborative working and a consistent, professional approach to contract management across the Federation.

CQC Compliance and Regulatory Readiness Act as the Federations operational lead and coordinator for CQC compliance, supporting services to maintain readiness against relevant regulatory requirements.

Maintain oversight of CQC-related action plans, evidence, policies and compliance trackers, following up agreed actions with relevant service and clinical leads.

Support preparation for CQC inspections, reviews and information requests, coordinating evidence and responses across the Federation.

Monitor identified compliance risks and areas for improvement, ensuring significant concerns are escalated promptly to the appropriate senior or clinical lead.

Work with service, clinical governance and operational colleagues to support continuous improvement and ensure learning from CQC findings is embedded in practice.

Produce regular CQC compliance and assurance updates for senior management and relevant governance meetings.

Planning and Organisation Plan and prioritise own workload to meet multiple contractual deadlines and reporting cycles.

Coordinate work across several contracts or workstreams at the same time, highlighting capacity or delivery risks early.

Contribute to the development and maintenance of standard operating procedures, templates, trackers and contract management tools.

Work flexibly as a member of the Federation team and provide reasonable support to colleagues during periods of increased activity.

Information and Data Use Microsoft Office and relevant NHS or Federation systems to maintain records, analyse information and produce reports.

Handle confidential, commercially sensitive and patient-related information appropriately and in accordance with information governance requirements.

Ensure information used for contract monitoring is accurate, timely and appropriately quality checked.

Other Requirements Essential

Able to travel to GP practices, PCN sites and other meeting locations across Havering and, when required, North East London; able to attend occasional meetings outside normal office hours.

Experience within primary care, an NHS organisation, GP federation, PCN or commissioning environment; experience of contract variations, mobilisation or financial monitoring; experience of supporting CQC inspection readiness, regulatory compliance or maintaining CQC assurance evidence.

Qualifications Essential

Educated to degree level or equivalent relevant experience; good understanding of contract management principles, performance monitoring and governance; knowledge of the NHS and primary care environment; knowledge of CQC regulatory requirements relevant to primary care.

Relevant contract, project, business or NHS management qualification; knowledge of primary care contractual frameworks and commissioning arrangements.

Skills and Abilities Essential
