About this role

Job summary

We are excited to be recruiting a Deputy PCN Manager to join our established PCN Management Team.

As our PCN has matured and grown over recent years, we now need some-one to support the PCN Manager operationally to provide capacity to deliver the growing Integrated Neighborhood Teams (INT) Agenda.

You will help the PCN Manager with Line Management responsibilities for some of the ARRS roles that do not have a Service Lead, support with monthly payroll provision for our employed staff, improve existing financial control processes and develop information reports for our Member practices and the PCN Board to support assurance provision.

Main duties of the job

As this is a new role, it is anticipated that the role will develop and grow over time.

The role has been created to support the PCN Manager with their current workload and to provide capacity for the emerging INT agenda and subsequent workload.

Responsibilities will include being the first point of contact for our 11 member practices in relation to financial and ARRS related queries.

You will also support with all operational issues relating to our ARRS workforce. This includes managing leave/absence requests for some teams, supporting with performance management issues when required and asset management in relation to IT and telephony equipment.

We are keen to improve the level of information being provided to our Member practices, the PCN Board and Senior Management Team, so you will support with the development of Key Performance Indicators and reports to provide an overview of services being delivered by the PCN.

You will also support with the development and management of the Data Sharing Protocol Toolkit, and associated information governance and risk management processes.

You will also be expected to deputise for the PCN Manager when required.

About us

We are a large PCN incorporating 11 Member practices across Nuneaton and Bedworth.

We have a dynamic and supportive PCN Board, and an established Senior Management Team that work really well together to develop ideas and intiatives for new ways of working to support our workforce and patient population.

We have a significant workforce of about 50 staff employed directly by the PCN, as well as approximately 25 staff employed through third party organisations.

We also run our own Enhanced Access service, providing predominantly virtual appointments on Monday - Friday evenings and face to face clinics across 2 sites on a Saturday.

We pride ourselves on the fact that we have a very small turnover of staff, which is indicative of how much our staff are valued and supported and the culture of our PCN.

Job Purpose / Summary

The Deputy Primary Care Network (PCN) Manager will support the effective leadership, operational management, and strategic development of the PCN, ensuring the successful delivery of network priorities, programmes, and services across its 11 member practices. The post holder will be responsible for the day-to-day operational oversight of PCN activities, ensuring services are delivered safely, efficiently, and in line with contractual, financial, quality, and governance requirements under the guidance of the PCN Manager.

You will also work with the Digital & Transformation Lead on improvement initiatives and operationally ensure governance and compliance standards are met (including Data Sharing Protocol Toolkit (DSP TK) and CQC-aligned requirements).

The role includes providing information in relation to performance, KPIs (Key Performing Indicators) and reporting, coordinating the ARRS workforce and supporting processes to allow financial oversight (including budgets, claims and contracts).

Main Responsibilities

Workforce & HR Management:

Act as the Primary Operational Manager for some PCN staff (Care Coordinators, First Contact Physiotherapists, Nurse Associates, Physician Associates and Dietitians) overseeing annual leave, sickness absence, Supervision/Annual Appraisals and Statutory/Mandatory training compliance. Provide regular reports to the PCN Board to provide assurance that PCN Workforce is compliant with all regulatory requirements. Collaborate with the Senior Management Team to support PCN developments and initiatives. Manage the recruitment process for new roles, from writing adverts to coordinating interview panels and liaising with the PCN Business & ARRS Coordinator to ensure appropriate pre-employment checks are completed. Operational Delivery & Performance Tracking:

Act as the daily operational point of contact for the 11 Member Practices, to answer financial queries or any questions in relation to the ARRS Workforce. Monitor PCN performance against national and local targets. Deputise for the PCN Manager at Board Meetings, Senior Management Team Meetings, PCN Members meetings and ICB Operational Meetings, and others as and when required. Ensure data submissions and claims are accurate, verified, and submitted within deadlines. These include Strategic Data Collection Service, ICB Returns and PCSE. Maintain the PCN Risk Register and Incident Log, with support from the PCN Information Governance Lead. Keep an accurate record of mobile and soft phones, with details of who they are allocated to. Contribute to the completion with DSP Toolkit submission and compliance. Support with the emerging Integrated Neighbourhood Teams agenda where appropriate. Finance & Payroll:

Support with the monthly creation and reconciliation of a Payroll file for all PCN employed staff for submission to the Payroll provider, and liaise with the Finance Officer to ensure that accurate salary payments are created on the PCN Bank Account. Generate quarterly finance reports for consideration by the PCN Board and PCN Members. Also create quarterly schedules for payments to Member Practices for approval by the PCN Manager. Communication & Governance:

Become an integral part of the PCN Senior Management Team to support the existing strong working relationships across the team. Foster collaborative, positive relationships across all 11 member practices to ensure alignment with PCN strategic goals.

Experience Essential

Advanced operational knowledge of EMIS (electronic Patient Record System) Deep understanding of the Network Contract DES and PCN structures Exceptional communication and negotiation skills o manage varying practice priorities
