Adjudication Clerk
Job Posting: Halifax Regional Municipality is inviting applications for the temporary up to 18 months full-time position of Adjudication Clerk in Community Safety.

Reporting to the Supervisor, Support Services, the Adjudication Clerk serves as liaison between the Community Safety Business Unit and HRM Legal Services with regards to prosecution referrals, subpoenas and summonses, and summary offence ticket administration. The Adjudication Clerk works with the Municipal Clerk’s Office to track appeals submitted to the Appeals Standing Committee regarding dangerous and unsightly or demolition orders and prepares staff reports for the Committee on behalf of Compliance Officers. The Adjudication Clerk is also the point of contact for property owners wishing to initiate invoice reviews, and is responsible for analysing disputed invoices and cases, and making recommendations to the Manager on the validity of claims. They ensure the Compliance and Remedy process has been completed in accordance with municipal and provincial legislation and established policies and procedures.
KEY RESPONSIBILITIES
• Creates prosecution referrals and prepares disclosure packages related to by-law compliance cases and tracks prosecution dates and outcomes. • Coordinates with HRM Legal Services to prepare requests for summonses, subpoenas, affidavits, court orders, warrants, and other legal documents. Creates and maintains status tracking logs related to the service of legal documents. • Maintains Summary Offence Ticket (SOT) database and liaises with the Provincial Court and HRM Legal Services. • Appointed as Commissioner of Oaths pursuant to the Notaries and Commissioners Act to administer oaths and take and receive affidavits, statutory declarations, and affirmations. • Coordinates with Municipal Clerk’s Office regarding demolition orders and appeals of dangerous and unsightly premises orders. Ensures orders, notices, and appeals are completed in accordance with HRM By-laws and Provincial Legislation. • Writes staff reports and prepares presentations for Compliance Officers regarding demolition orders and appeals of dangerous and unsightly premises orders and attend Appeal Standing Committee meetings. • Responds to resident inquiries regarding open cases and complaints using a variety of paper, electronic records, and databases. • Reviews resident complaints and creates and assigns case files to Compliance Officers. • Provides and maintains monthly statistics on summary offence tickets, compliance cases, and other activities, as required. • Conducts jurisdictional scans of other municipalities, countries, organizations, and associations to support the management team in preparing Council reports. • Responds to invoice disputes and inquiries by collecting the relevant case history and making a recommendation to the Manager on whether the remedy activities complied with municipal by-laws and provincial legislation. • Removes or adjusts invoices from property owners as directed by Manager. • Completes record management of paper files, including ensuring compliance with retention schedules, performing record retrieval from Municipal Records Centre. • Processes Freedom of Information Protection of Privacy (FOIPOP) requests from the Access and • Privacy Office, conducts searches for electronic and physical records, and coordinates with internal staff and the Municipal Record Centre staff who may possess relevant records. • May perform other related duties as assigned. QUALIFICATIONS
Education & Experience
• Two-year diploma in Business Administration, or related field from a recognized educational institution • University degree considered an asset • Minimum two (2) years customer service experience • Minimum two (2) years administrative or finance experience • Recent experience working in a government environment an asset Technical/Job Specific Knowledge and Abilities
• Working knowledge of Microsoft Office Suite and Adobe Acrobat • Experience in dealing with confrontational situations • Strong oral and written communications skills • Experience in research and report writing • Knowledge of by-laws and Halifax Regional Municipality Charter • Knowledge of FOIPOP • Knowledge of Hansen and POSSE would be considered an asset Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

WORK STATUS: Temporary, full-time.
HOURS OF WORK: Monday - Friday, 8:00am - 4:00 pm; 35 hours per week. Flex options to work outside of these hours & hybrid may be available.
SALARY: Level 6; $34.87 per hour as per NSGEU Local 222 Collective Agreement.
WORK LOCATION: 7 Mellor Ave. Dartmouth NS. Work location can be changed according to operational requirements.
