About this role

Graduate in Engineering (Civil/ Environmental/ Electrical) with a Postgraduate Diploma/Degree in Industrial Safety, Construction Safety, or Occupational Health and Safety, having overall professional experience of at least 10 years in occupational and community health and safety management for large infrastructure projects, preferably urban and multilateral agency– funded projects. Tasks: (i) Monitor contractor implementation of approved Health and Safety Plans, emergency response procedures, and community safety measures; (ii) Ensure safe execution of construction activities, particularly in areas involving utilities, traffic interfaces, and pedestrian- intensive corridors; (iii) Verify compliance with national OHS regulations, applicable international standards, PPE usage, and safe working practices; (iv) Conduct regular safety audits and routine/daily inspections of construction sites and work fronts; (v) Establish and operationalize a project- specific Safety Monitoring and Incident Management System in compliance with ADB Safeguard Policy Statement (2009), applicable national occupational health and safety regulations, and international good practice (including IFC EHS Guidelines); (vi) Identify hazards, unsafe acts, and unsafe conditions and issue corrective instructions to contractors; (vii) Record, investigate, and report OHS non-compliances, near misses, accidents, and incidents to PIUs and PMU and track closure of corrective actions; (viii) Support contractors and PIUs in implementation of construction-related EMP/SEMP mitigation measures; (ix) Guide and verify safe handling, storage, and disposal of materials, equipment, spoil, and hazardous substances; (x) Review and verify implementation of traffic- management and community-safety-related mitigation measures in coordination with the Traffic Management Specialist; (xi) Conduct OHS inductions, toolbox talks, and awareness programs for workers, supervisors, and subcontractors; (xii) Assist PIUs in strengthening site-level safety culture and documentation of good practices; (xiii) Support PIUs in implementation of the grievance redress mechanism (GRM) related to construction safety issues, including registration, follow-up, and documentation of resolutions; (xiv) Perform any other occupational and community health and safety–related tasks as required by PIUs and PMU. (xv) Design, implement, and oversee structured training and capacity- building programs for the Client and contractors to strengthen occupational and community health and safety management throughout the project lifecycle; (xvi) In the event of any accident, incident, or near-miss, support the Client and PIUs in incident investigation, root-cause analysis, and formulation and implementation of corrective and preventive actions in accordance with the approved safety monitoring system; and ensure timely notification to Client and relevant statutory authorities, and follow-up until closure. (xvii) Plan works in pedestrian-intensive, school, hospital, and commercial areas with enhanced safety controls, restricted working hours, and advance public information arrangements. (xviii) Ensure that excavation, trenching, shoring, and pipe installation activities are planned with adequate safety buffers, utility protection measures, and emergency access provisions
