The primary purpose of this position is to provide publications, policy memorandums (PMs), and IMT/Forms management analyst support to U.S. Special Operations Command (USSOCOM), its five Components, and its seven globally aligned Theater Special Operations Commands (TSOCs).

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge in applying or adapting pertinent Department of War, Joint Staff, and Service directives relating to publications management and functions, principles and processed of retiring publication record sets; ability to interpret these directives for organizations and project officers; knowledge of analytical and evaluative methods and techniques as well as measurements of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of Publications and Forms program operations to include adopting or developing new or modified methods FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functions, principles, and processes of Publication and Forms Management; CJCS Manual Volume I & II, Joint Staff and Combatant Command Records Management Manual-Procedures and Disposition Schedule, as they pertain to the disposition of publications record sets; and ability to apply procedures, requirements, regulations, and policies related to publishing management, including the ability to maintain credibility with others on technical matters. 2. Knowledge of analytical and evaluative methods and techniques as well as measurements of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of Publications and Forms program operations to include adopting or developing new or modified methods. 3. Knowledge of and ability to locate information through the use of a personal computer, internet, intranet, and world wide web and use software applications: Microsoft Office Suite, Desktop Publishing, Adobe Life Cycle, Adobe, IMB Lotus, Corel Draw, Pure Edge, SGML, DTD, SharePoint, CD-Writer, Duplicator, and other software programs utilized within the USSOCOM enterprise. Skill in applying Artificial Intelligence (AI) tools, including generative AI, natural language processing tools, and digital technologies, to support content review, editing, and publication management processes. 4. Ability to recognize and analyze problems, plan, and execute complex, multi-faceted publishing projects, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources, sufficient to conduct research, summarize results, and make appropriate recommendations. Ability to plan and execute complex, multi-faceted publishing/forms projects and meet deadlines. 5. Skill and ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations and maintain good working relationships. 6. A Bachelor's Degree in a discipline requiring critical thinking and problem solving is highly desired. Master's Degree preferred. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesDirects, Plans, and Organizes the activities of the Command Publications and Forms Management Programs for the 70,000 person Special Operations Enterprise (HQ USSOCOM, SOF Components and TSOCs). Develops, analyzes and disseminates command procedures for preparation of electronic publications. Manages archived electronic files of Portable Document Format (PDF) USSOCOM publications. Finalizes approved publications by completing the 5 step Functional and Electronic Publication Distribution Process. Actively represents USSOCOM Publications and Forms Management Branch at a variety of command and functional area organizations. As USSOCOM Publications Manager, provides Field Grade equivalent representation of the organization on working groups, steering groups, seminars, conferences, etc. Develops, analyzes, evaluates, designs, writes policy, and approves HQ USSOCOM Forms. Conducts work measurement, methods and procedures, time standards, and/or benchmarking studies of publications/forms work processes. Gathers, interprets, analyzes, and correlates large amounts of narrative, flowcharts, and statistical information about workload and productivity.
