Job SummaryThis position is in the Department of Veterans Affairs (VA), Chillicothe VA Medical Center. The position is in the Planning & Design Department, Facilities Management Service (FMS) and works under the direct supervision of the General Project Engineer Supervisor. Incumbent assists with the interior design of the medical center, consisting of approximately 70 buildings, 306 acres, and over 1,000,000 square feet of space and this includes six Community Based Outpatient Clinics (CBOCs).
QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Quality Ranking Factor- Experience utilizing Computer Aided Drafting (CAD) - Bachelor's degree in Interior Design or other related field as defined by OPM Interior Design Series 1008; Experience working in a healthcare setting; Familiarity with utilizing accessibility standards (e.g. Americans with Disabilities Act ADA) either in a classroom or office setting. Education: Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination (You must submit a copy of your transcripts with your application package).or Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Investigates and documents client needs for interior design; Consults with customers before, during and after when interior design needs are developed; Creates, designs and furnishes buildings and medical facilities; Prepares floor plans, furnishings and accessory selections; Prepares the necessary visual aids, such as drawings, sketches, renderings, color boards and physical models for presentation of projects to appropriate officials; Coordinates project elements and work schedules with vendors, installation personnel and when applicable, the end user. or Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (You must submit a copy of your transcripts with your application package). or Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. Major DutiesDuties and responsibilities include but are not limited to: Create, design, and furnish buildings and medical facilities. Design building interior environments to promote employee productivity, health, and welfare, and/or the health and welfare of the public. Responsible for the purchase of furnishings and accessories to assure compatibility with user group. Prepare specifications and detailed requests for the purchasing, fabrication, and installation of furniture, paint materials, wall, floor and window coverings, artwork and framing, lighting, wall lockers, and a variety of other interior design furnishings and materials. Advise on space involved in construction projects. Reviews all approved and proposed minor and major projects involving interior design and assists in selecting appropriate finishes for contractors. Prepares and maintains the interior design budget. Develops and maintains a systematic record of all interior design projects to include property or service requests, purchase orders, receiving reports, or related memoranda. Acts as Contracting Officer's Representative for all furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and all other interior design-related accoutrements from origination to installation Work Schedule: Monday through Friday, 7:30 am to 4:00 pm.
