Job SummaryThis position is part of the Defense Human Resources Activity. The incumbent will be responsible for leading the development and oversight of the Department of War (DoW)-wide civilian workforce plans, policies and programs.

QualificationsYou may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Mastery of advanced Human Resources Management (HRM) principles and concepts to direct the development, implementation, and oversight of policies and programs across the full human capital life cycle, including employment, compensation, classification, labor and employee relations, performance management, awards, and benefits, to serve as a technical authority in developing, interpreting, and ensuring the legal compliance of all Department of War (DoW)-wide civilian personnel policies. Expert knowledge of a wide variety of federal laws, regulations, and legal decisions (e.g., Title 5, Title 10) to serve as the senior-most policy advisor and provide authoritative interpretation and guidance on complex, controversial, or precedent-setting personnel issues affecting a large-scale, multi-system workforce of over 800,000 employees. Skill in applying analytical methods and seasoned consultative abilities to resolve complex problems and develop legislative or policy recommendations that have a broad impact on agency programs. Skill in executive leadership and management, directing and supervising a team of senior-level HR specialists, program managers, and policy advisors, and to represent the agency in high-level engagements with external stakeholders

Major DutiesAs a Supervisory Human Resources Specialist at the GS-0201-15 some of your typical work assignments may include: Serve as the Deputy Director for Workforce Governance & Integration, responsible for 3 lines of effort and leading the development and oversight of Department of War (DoW)-wide civilian workforce plans, policies, and programs that impact over 800,000 employees. Directs and manages a variety of major functional areas of civilian personnel policy, exercising broad managerial authority to oversee the planning, execution, and timely completion of strategic policies and initiatives. Provides technical and professional leadership by advising and briefing senior executive leadership on broad civilian personnel matters, evaluating the adequacy of current HR policies, and drafting recommended changes to legislation or federal regulations. Exercises full-scope supervisory responsibilities for senior staff, including planning and assigning work, setting performance standards, making decisions on work problems and personnel actions, and managing organizational resources to achieve policy and program objectives and ensure timely, quality results.
