Job SummaryThe Division of Enforcement's Office of the Chief Risk and Compliance Officer (OCRCO) is seeking a General Attorney (Risk and Compliance Attorney). As a Risk and Compliance Attorney, you will be overseeing the Division's risk and compliance program. This includes the Division's "961 Program" (pursuant to the Dodd-Frank Wall Street Reform and Consumer Protection Act) and the Division's Management Assurance Program (pursuant to the Federal Managers Financial Integrity Act of 1982).

Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. All qualification requirements must be met by the closing date of this announcement. BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes: providing advice and guidance on matters related to Federal securities laws, regulations, and policies. ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies. See the How You Will Be Evaluated section below for more information: Competency 1: Legal Analysis - Utilizes expert legal knowledge to apply relevant law to the facts of each case. Competency 2: Critical Thinking - Considers a variety of factors, general and subject matter-specific, when making decisions and determining next steps in a case. Competency 3: Technical Communication - Translates technical information into non-technical terms and accurately conveys technical information to end users (e.g., staff, management) and outside parties. Competency 4: Program Management - Ability to develop and execute programs to deliver results that efficiently and effectively meet agency's mission, strategic plan and goals, with little or no guidance.

Major DutiesIn this role as a Risk and Compliance Attorney, you will be responsible for: Identifying, evaluating and mitigating operational, legal and policy risks across all ENF functions, including investigative and litigation activities. Developing and implementing a monitoring and testing regime. Drafting and providing periodic risk and compliance reports to senior leadership which support required attestations and certifications. Drafting, reviewing, and updating policies and procedures addressing identified risks and gaps. Developing training programs and materials in partnership with ENF's Training Unit. Educating staff on key risks, identified findings, and new or updated policies and procedures.
