Job SummaryYou will serve as a PROGRAM ANALYST in the BBGN PROGRAM OFFICE (PMS 470) of DPAE COMBATANTS.
QualificationsYour resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector evaluating program operations, processes, or procedures (e.g. improvement initiatives, strategic planning, budget and financial management, performance, scheduling, problem resolution, or contract management) to ensure compliance with established operational requirements for the design, development, modernization, maintenance, or construction of surface ships. Major DutiesYou will develop and coordinate all program documentation required to support the Milestone review process.You will act as the Contracting Officer's Representative (COR) for assigned contracts, reviewing contractor program reports for schedule, technical, and financial status.You will identify and apply innovative acquisition strategies, streamlined procurement methodologies, and rapid prototyping pathways to accelerate technology transition and resolve complex shipbuilding challenges.You will develop guidance to interpret strategies, policies, and plans to support the planning, justification, and execution of acquisitions across multiple appropriations and customers.You will integrate total ship Program Objectives Memorandum (POM) and budget planning by coordinating major technical and business inputs from program leadership and other divisions within the program office.You will establish acquisition strategies for assigned contracts and formulate yearly program budget requirements, including man-year and procurement cost projections.
