Additional information about transcripts is in this document. USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Basic Requirement for Supervisory Biologist (Select Agent): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) Working in Biological Safety Level (BSL) 2 - 4 environments supporting the inventory and accountability of Biological Select Agents and Toxins (BSAT); (2) Directing the development, optimization, and execution of Standard Operating Procedures, Policies, and Reports pertaining to biocontainment laboratory operations; (3) Applying and enforcing regulatory frameworks and institutional safety policies within a highly regulated laboratory environment to ensure operational compliance and mitigate organizational risk. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DB-02/GS-12).

Major DutiesServe as activity’s Biological Select Agents and Toxins (BSAT) Accountability Officer.Ensure the Select Agent Program is compliant with all Department of Defense (DoD), Army, Federal, State, and activity regulations for the acquisition, storage, use, transfer and destruction of all BSAT.Proactively develop, implement, and continuously refine local policies and procedures to direct the activity’s BSAT inventory and accountability program.Actively audit operations to ensure accountability; and systematically identify and resolve compliance gaps.Ensure the security and integrity of agent and toxin products to ensure that such materials are readily available to support current and future research initiatives.Oversee and manage the BSAT Inventory Management database and other electronic databases, ensuring all data is systematically organized, cataloged, secured, and accurate.Provide expert technical advice, regulatory guidance, and specialized training to leadership, FSAP-registered personnel, and research staff on BSAT management practices and regulatory compliance.Serves as an Alternate Responsible Official for the activity’s FSAP BSAT registration to ensure uninterrupted operational safety and regulatory compliance.Performs first-line supervisory and managerial duties to oversee, mentor, and direct the day-to-day operations of the Select Agent Management team.
