Job SummaryThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as the Non-Strategic Nuclear Force (NSNF) Staff Communications Officer for HQ United States European Command, (HQ USEUCOM), Command, Control, Communications Systems and Warfighting Integration, (ECJ6).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Developing solutions to technical problems in order to take corrective action; AND 2) Analyzing or evaluating policies involving both long-range and short-range plans on current or planned operations; AND 3) Providing technical support when setting up communication channels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Major DutiesProvide technical support, asset management and assignment to national level users within the Executive Branch, Department of Defense (DoD)and other Government agencies when setting up communication channels.Coordinate directly with senior level (O-6, General Officer, and SES level) officials and Action Officers (AOs) to ensure user requirements are being met in a timely and precise manner.Coordinate operational and programmatic issues with Regional and Functional Combatant Commanders, the SATCOM System Operational Manager (SOM), terminal and control Program Managers from all Services, and other SATCOM System Experts (SSEs).Responsible for USEUCOM SATCOM missions as assigned by the Commander, USEUCOM and other various entities.Provide technical and non-technical input to the Joint Staff, regional and functional Combatant Commanders from all Services to oversee the development and integration of all Satellite Communications concepts and systems.Provide input to the Joint Staff, Regional and Functional Combatant Commanders and all Services on matters pertaining to Global SATCOM standards, policies and procedures as well as Satellite Communications Priorities.Serve as the Commands Subject Matter Expert (SME) for technical, non-technical, architectural and administrative issues related to Non-Strategic Nuclear Forces (NSNF).Evaluate emerging and advanced technologies in SATCOM system development.Conduct studies and develops policies involving both long-range and short-range plans of USEUCOM AOR SATCOM operations and requirements.
