Job SummaryThis position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level II with a salary range of $204,122 to $216,010 per year. Exceptions to the salary cap may be considered in certain circumstances. Your resume must address each ECQ and should describe your experiences and accomplishments/results. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs. 1. Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Leads, manages, or oversees the diverse management and operation portfolio of a large organization similar to the scale and budget of USDA's Food and Nutrition Administration, that has scope and impact on a national level, and with administration and effectiveness of operations subject to the scrutiny of the USDA Secretary and Congress.

Major DutiesOversees daily priorities and investigates issues to establish the nature and scope of identified problem areas and solutions.Performs critical analysis of key mission support throughout the Agency to identify ways in which those functions can be improved to help the Agency perform its mission, implement its policies, and achieve its goals.Develops and adheres to a strategic plan with measurable outcome metrics; creates and applies a documented process for rapid, but fully coordinated and vetted, policy formulation.Serves as a Food and Nutrition Administration liaison with other USDA Mission Areas, Federal agencies, and private industry to establish a collaborative effort to address the broad issues and problems that the agency confronts.Works closely with a variety of leaders; contacts may be made on behalf of the Administrator and is crucial to facilitate continued dialogue on sensitive issues, gathers input, and seeks understanding and acceptance for Agency policies and actions.Establishes communication and process controls that foster productive relationships and consistent and efficient processes within, and with those outside the agency.
