You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) Identifying manpower and other financial relations among the overall mission, its programs,; AND 2) Researching manpower issues, preparing papers/reports, organizing, and delivering briefing to teams or managers; AND 3) Applying analytical methods such as cost analyses and manpower planning.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major DutiesServe as the Manpower Advisor to the Resource Management Officer, the Commander and other top management officials.Responsible for assisting in the development and the submission of Corps of Engineers Manpower Requirements System (CEMRS) data as the basis for the annual manpower allocation using broad higher authority administrative guidance.Validate CEMRS submission through overall knowledge of manpower program and complex analyses.Coordinate development on yearly manpower program involving the determination of total requirements.Ensure that authorizations are not exceeded for Civil Full Time Equivalents (FTE) and civil reimbursable.Responsible for enhancing automated systems to produce a myriad of statistical report information on manpower utilization and requirements.Conduct studies for the analysis of organizational structures and functions in connection with proposals for reorganizations, organizational realignments and restructuring.
