General Function

The Government Contractor Capture Manager is responsible for identifying, developing, and securing new business opportunities in the government sector. The Capture Manager works closely with business development, proposal, and executive teams to create winning strategies for capturing government contracts. The Capture Manager also fosters relationships with key government clients, industry partners, and subcontractors, ensuring alignment with the company's growth objectives.

***This is a (Hybrid) role and requires being on-site at the Manassas, VA Office and some travel for Industry events.

Major Activities (Typical Duties/Responsibilities)

• Identifies and qualifies new government contract opportunities that align with the company's strategic objectives, capabilities, and resources.

• Develops and implements comprehensive capture plans, including win strategies, teaming arrangements, and pricing models.

• Builds and maintains strong relationships with government clients, industry partners, and subcontractors to support the pursuit of new business opportunities.

• Collaborates with business development, proposal, and executive teams to develop and execute effective capture strategies.

• Conducts market and competitive analysis to identify and assess potential business opportunities and areas for growth.

• Develops and maintains a capture pipeline, tracking and reporting on the status of opportunities throughout the capture lifecycle.

• Provides leadership and direction to cross-functional capture teams, ensuring alignment with company objectives and compliance with government regulations.

• Participates in industry events, conferences, and other networking opportunities to stay current on market trends, competitor activities, and government procurement practices.

• Facilitates proposal development, working closely with proposal managers, technical leads, and subject matter experts to create compelling, compliant, and winning proposals.

• Continuously monitors and evaluates capture efforts, adjusting strategies and tactics as necessary to maximize the probability of winning new business.

• Monitors key government portals, notices and postings on a daily basis to identify strategic and tactical fit opportunities for Go/No-Go consideration.

• Evaluates industry competitors for strengths and weaknesses in order to maximize probability of win

• Establishes and maintains relationships with prospective customers

• Complies with all company policies and procedures

• Personally responsible for properly marking and handling of all information and materials, in any form

Minimum Requirements

• Must be able to maintain a Secret or Top Secret Clearance

• A minimum of 5 years of experience in government contracting, with a focus on capture management, business development, or proposal management.

• Demonstrated success in capturing and winning government contracts across multiple agencies and contract vehicles.

• Strong knowledge of government procurement processes, regulations, and contract vehicles.

• Excellent interpersonal, communication, and presentation skills, with the ability to effectively engage with clients, partners, and internal stakeholders.

• Strong analytical and problem-solving skills, with the ability to assess market conditions, competition, and customer needs.

• Proven ability to lead and manage cross-functional teams in a fast-paced, deadline-driven environment.

• Experience and relationships with the federal market with the ability to translate company capabilities into growth opportunities and to visual strategic approaches to entering markets and building capabilities

• Approachable demeanor and strong motivation to go above and beyond

• Capability to multitask and handle multiple projects / tasks with competing deadlines

• Excellent written and verbal communication, and the ability to follow oral and written instructions

• Ability to make sound judgments and decisions in the best interest of the company

• Ability to be resourceful and problem solve quickly, and at times work under pressure

• The ability to work efficiently and effectively, while maintaining attention to detail

• Self-motivated, goal-oriented, and able to work independently or as part of a team.

• Overnight to travel as needed to support capture efforts and attend industry events.op talent.
